DOCUMENT 00 11 13 ADVERTISEMENT FOR BIDS Lower Gwynedd Township at their offices, at 1130 N. Bethlehem Pike, PO Box 625, Spring House PA 19477, will receive sealed bids online until 10:00 A.M., prevailing time on March 18, 2026, at which time and place the bids shall be publicly opened via PennBid for the: 2026 LOWER GWYNEDD TOWNSHIP MILLING AND PAVING PROGRAM This project involves a base bid and an alternate bids for the mill and overlay of roadway surfaces at several specified locations within Lower Gwynedd Township, including base repair, adjustment of manhole rim elevations and line striping. Additional improvements include the installation of PennDOT/ADA compliant curb ramps at several specified locations within the Township. All material, labor, and equipment necessary shall be in accordance with Penn DOT Publication 408 and Township Standards. Asphalt materials shall be based on PennDOT's March 2026 Asphalt Cement Price Index. All Bid Documents and solicitation details are available at no cost at PennBidTM www.PennBid.net. A nominal fee of 0.33% of the bid amount (up to $5,000) is assessed only to bidders awarded contracts. Each bid shall be submitted in accordance with Article 15 of the Instructions to Bidders and Document 00 21 13 Instructions – Submitting Electronic Bids for This Solicitation and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to Lower Gwynedd Township along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder. The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of Lower Gwynedd Township and having as security thereon such Surety company or companies as are approved by Lower Gwynedd Township. The project is subject to applicable provisions of Act 422, PA Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the PA Dept. of Labor and Industry. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids. Lower Gwynedd Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids.
