ADVERTISEMENT FOR BIDProject # 202322A.06East Vandergrift River Park Phase 3Sealed bids for the East Vandergrift River Park-Phase 3 construction project will be received by East Vandergrift Borough, 254 Kennedy Avenue, East Vandergrift, PA 15629, until 6:30 pm on Monday, March 2, 2026 (prevailing time) and publicly opened at that time.A Non-Mandatory Pre-Bid Meeting will be held on-site, on February 23, 2026, at 1 PM. At East Vandergrift River Park.Each bid must be enclosed in a sealed envelope and clearly marked on the outside Bid for East Vandegrift River Park Phase 3.This project includes mobilization, E&S Controls, Site excavation, Supply and install 8 of 2A stone for subbase, paving of the park parking lot, remove and salvage a portion of existing 8 high fence (and store for reuse), installation of a security fence, resurfacing a basketball court, surfacing two (2) pickleball courts, and expansion of the playground area. Some proposed work items are within 50 from the railroad tracks and will require insurance to perform work in this area. As East Vandergrift Borough does not have insurance to work within 50 of the railroad tracks. The selected contractor must provide a hold harmless document to East Vandergrift Borough for the area within 50 of the railroad tracks.Bidding documents, including Drawings, Project Manual and Bid Forms may be examined at the office of: Olsen Craft Associates, LLC, 280 North Pike Road, Sarver, PA 16055, during normal business hours. Contact the office at 724-282-4786 or emailrcraft@olsencraft.com to set up a time.Bidding documents may be obtained in hard copy and electronically at a non-refundable cost of $100.00. Documents will be mailed via USPS Priority Mail at an additional cost of $25.00. Only bids from purchased plan holders will be considered.Each bid shall be accompanied by a Certified Check or Bid Bond in an amount of not less than ten percent (10%) of the bid total made payable to East Vandergrift Borough.Attention is called to the fact that the project is funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program and the Contractor shall comply with all applicable Federal and State laws, regulations and program guidelines.This project is funded in whole or part with federal funds. Davis-Bacon wage rates and other federal requirements apply and are included in the bid documents. Labor Compliance is mandatory.Contractors should give the best effort to solicit proposals from Minority, Women, and Section 3 Business Enterprises for potential subcontractors.Notice is hereby given that all bidders must comply with Westmoreland Countys Section 3 Plan included in the bid documents when related. Section 3 is provision of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) that is regulated by the provisions of 24 CFR 75. Regulations can be found at:https://www.ecfr.gov/current/title-24/subtitle-A/part-75.The selected Contractor must follow the Pennsylvania Steel Products Procurement Act, the Buy American Provisions, and not discriminate on the basis of race, gender, creed, color, sexual orientation, gender identity or expression. The selected Contractor shall follow Federal OSHA guidelines on this project.The successful bidder will be required to provide a Performance Security, Labor & Material Payment Security, (each in the amount of 100% of contract prices) as well as an 18 Month Maintenance Bond in the amount of 100% of the final contract price with bond commencing at the time of final payment. The successful bidder will also be required to provide insurance certificates for general liability insurance and workers compensation. The successful bidder must also provide insurance certificates and provisions for work within 50 of the railroad tracks of the Norfolk Southern Railway Company for general liability insurance for work within this area.
