ADVERTISEMENT FOR BIDS Owner: Rutland Township Supervisors 78 Roseville Avenue Mansfield, PA 16933 Sealed bids for Sherman Lane Temporary Roadway Project; which involves constructing a temporary roadway prior to the construction of T-894 over Bailey Creek, will be received by the Rutland Township Supervisors, 78 Roseville Avenue, Mansfield, PA 16933, until 5:00 p.m. (prevailing time), March 4, 2026. The bids will be publicly opened and read aloud on March 4, 2026, at the regularly scheduled Township meeting held at the Rutland Township Building, 78 Roseville Avenue, Mansfield, PA 16933, beginning at 7:00 p.m. The bidders and the public are welcome to attend the meeting. The construction drawings and project manual must be obtained from the following website; http://bidplans.larson designgroup.com Interested parties are required to register on the website for the ability to view and/or acquire the construction drawings and project manual for this project. It is the responsibility of any person or organization interested in a hard copy of the Bidding Documents to pay all costs associated with printing. Contact the Engineer, Larson Design Group, 1000 Commerce Park Drive, Suite 201, Williamsport, PA 17701; 570-323-6603 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, with any questions pertaining to access and use of the website. The deadline for submitting questions is 72 hours before the let date and time. Each BID must be accompanied by a Bid Bond payable to the Owner for ten percent (10%) of the total amount of the BID. As soon as the BID prices have been compared, the Owner will return the Bonds of all except the three lowest responsible bidders. When the Agreement is executed, the bonds of the two remaining unsuccessful bidders will be returned. Bidders must submit with their initial bid, a statement as to whether they have previously performed work subject to the President's Executive Order No. 11246 (30 F.R. 12319-25) "Equal Opportunity Clause". The Bidder acknowledges that this bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1 - 167.11, which is incorporated herein by reference. The Owner reserves the right to reject any or all bids, to waive any informalities in the bidding, or to limit the scope of work involved. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Owner and the Bidder. All Contractors must be PennDOT prequalified. All Contractors shall comply with all State and Federal laws prohibiting discrimination in hiring employment opportunities.
