PUBLIC NOTICE Pursuant to the Surface Mining Conservation and Reclamation Act and the Pennsylvania Department of Environmental Protection Rules and Regulations, notice is hereby given that Keystone Anthracite Co., Inc., 259 North Second Street, Girardville, PA 17935, has made application to the Pennsylvania Department of Environmental Protection (DEP) to revise existing Surface Mining Permit No. 54080102 for a boundary correction to add 1.1 acres to the permit area for the use of an access road to State Route 54. As a result of this revision, the permit boundary will be corrected from 784.0 acres to 785.1 acres. This application also contains a permit revision for a stream variance for the installation of a stream crossing over Shenandoah Creek. The crossing will be utilized in conjunction with the new access road. The permit area is located in West Mahanoy Township, Schuylkill County, and is known as the Packer 2 & 3 Operation. The center of the 785.1 acre permit area (originally 784.0 acres before the boundary revision) is located approximately 1.3 miles west of the boundary line between the Borough of Shenandoah and West Mahanoy Township, along the northern side of State Route 54 (a.k.a. Mt Olive Boulevard), and can be located on the Shenandoah Pa., U.S. Geological Survey 7.5 minute topographic map by measuring 12 inches north and 14 inches west from the lower right hand corner of the map. A copy of the application is available for public viewing at the West Mahanoy Township Office building, 190 Pennsylvania Avenue, Shenandoah Heights, PA, 17976. The application is also available for public viewing and copying (for a fee) at the PA DEP Pottsville District Mining Office, 5 West Laurel Boulevard, Pottsville, PA, 17901. Written comments, objections, or a request for an informal conference may be submitted to the attention of Mr. Michael Kutney, District Mining Manager, PA DEP Pottsville District Mining Office, 5 West Laurel Boulevard, Pottsville, PA 17901 by April 3, 2026, and must include the person's name, address, telephone number, and a brief statement as to the nature of the objection(s).
