REQUEST FOR QUALIFICATIONS LOWER NECHES VALLEY AUTHORITY PROFESSIONAL SERVICES 1. GENERAL: The Lower Neches Valley Authority (LNVA) is requesting Statements of Qualifications (SOQs) from qualified firms to provide professional engineering services for the evaluation and potential improvement of process piping systems at two (2) LNVA pumping plant facilities located in Je erson County, Texas. The Neches 1st and Neches 2nd pumping plants have undergone numerous piping and valve repairs over their operational lifetime; however, a comprehensive evaluation of the overall process piping systems has not been performed. Both plants contain six (6) process piping systems that transport cooling water, fuel gas, compressed air, vacuum system water, jacket water, and engine lube oil.
