EPWater is seeking bids or proposals for Bid No CSP21-26.
Sealed Bids/Proposals will be received by EPWater until 1:30 P.M.(MST), on May 13, 2026. Responses may be submitted electronically through Euna Procurement (IonWave) website at https://epwater.ionwave.net/HOMEPAGE.aspx or as sealed hard copy submissions delivered in person or by mail to 1154 Hawkins Boulevard, El Paso, Texas, 79925.
A non-mandatory pre-bid/pre-proposal conference will be held via Microsoft Teams on Thursday, April 23, 2026, at 10:00 A.M. (MST). Information regarding this conference, including access instructions, is available on the EPWater Euna (IonWave) website. https://epwater.ionwave.net/HOMEPAGE.aspx
Proposals will be publicly opened and read aloud by EPWater personnel at 2:00 PM (MST) on May 13, 2026, at 1154 Hawkins Blvd., El Paso, Texas 79925. Members of the public may attend the proposal opening on May 13, 2026, at 2:00 PM (MST) via Microsoft Teams. Title: Village Lift Station Relocation Sewer & Force Main
The work under this contract shall be for furnishing all labor, materials, transportation, and services for the construction and installation of the following work:
The work under this contract shall be for furnishing all labor, materials, transportation, and services for the construction and installation of the Village Lift Station Relocation, Sewer Main, and Force Main as detailed in the contract drawings and specifications. This project shall generally include the construction and installation of a new duplex submersible wastewater lift station, approximately 475 linear feet (lf) of 12-inch DIP sewer force main and fittings, 150 lf of 8-inch gravity sewer, 1,925 lf of 12-inch gravity sewer, 2,500 lf of 21 and 20-inch gravity sewer line and 22 manholes, 426 lf of 36-inch steel casing, 7,800 square yards (SY) of HMAC removal and replacement, 5,900 SY of Mill and Overlay of 2-inches of HMAC, Traffic Control, Trench Safety, TPDES Stormwater Pollution Prevention Plan, sitework, excavation and backfill of the pipelines and the demolition, decommissioning, and removal of the existing Village Lift Station, and many other subsidiary items for the construction of the complete project as a whole.
Each Bid shall be submitted per the Instructions to Bidders and be accompanied by a Bid Security in the amount of five percent of the bid amount.

The Public Service Board of El Paso Water reserves the right to reject any or all bids/proposals, to waive informalities or irregularities, and to accept the bid/proposal deemed to be in the best interest of EPWater, in accordance with applicable laws and regulations. Award, if any, will be made at a regularly scheduled meeting of the Public Service Board. Construction bids, $6 million or under, will not be taken to Public Service Board.
