NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS RFQ B2026-312-002 PUBLIC WORKS/ENGINEERING DESIGN MANUAL FOR STANDARDS, SPECIFICATIONS AND CONSTRUCTION DETAILS The City of Haltom City is accepting Statement of Qualifications (SOQs) from firms who are interested and qualified in the development of a Public Works/Engineering Design Manual for Standards, Specifications and Construction Details. One (1) Jump/Flash Drive and one (1) hard copy of your firm'92s SOQ must be submitted by March 26, 2026, 10:00AM CST. The SOQ must be submitted in a sealed envelope with the following information marked plainly on the front: RFQ B2026-312-002 Public Works/Engineering Design Manual for Standards, Specifications and Construction Details City of Haltom City, Attn: Purchasing Agent 4801 Haltom Road, 2nd Floor Haltom City, TX 76117 No oral explanation in regard to the meaning of this Request for Qualification (RFQ) will be made and no oral instructions will be given before the submittal deadline. Requests from interested firms for additional information or interpretation of the information included in the RFQ should be directed via email to: purchasing@haltomcitytx.com The deadline for receipt of emailed questions shall be 12:00 (Noon), C.S.T., Thursday, March 19, 2026. A written response will be distributed to all registered firms. All SOQs submitted shall be evaluated by a City staff review committee in order to determine the qualifications of each firm. During this evaluation process, the City may request additional information or clarifications from firms or to allow corrections of errors or omissions. The City staff review committee may interview the top firms as rated by the staff review committee. The City of Haltom City may retain all SOQs submitted and use ideas in any submitted SOQ regardless of whether the firm who submitted such SOQ is selected. Submission of an SOQ indicates acceptance by the firm of the conditions contained in this RFQ, unless clearly and specifically noted in their submitted SOQ and confirmed in the contract between the City of Haltom City and the firm selected. The City of Haltom City reserves the sole right to review the statement SOQ submitted, waive any irregularities therein and select or reject any and/or all firms that submitted SOQs, should it be determined to be in the best interest of the City of Haltom City. 3/5/ 3/12
