Advertisement and Invitation for Bids Millsap WSC will be receiving bids for the construction of the following project: CID 06 - ARPA SCADA System Improvements: Millsap WSC will receive bids for this project until 3:00 PM on April 28, 2026, at 107 Fairview Road, Millsap, TX 76066. At that time the bids will be publicly opened and read. This project consists of furnishing and installing SCADA system improvements to the existing Millsap WSC SCADA system at the Office and Pump Stations No. 1 through No. 3, including all required electrical, instrumentation, programming, and associated incidental work necessary for a complete and operational system. Bid/Contract Documents, including Drawings and Technical Specifications are on file at 1925 Fort Worth Highway, Weatherford, Texas 76086. A bid bond in the amount of five percent (5%) of the bid, issued by an acceptable surety, shall be submitted with each bid exceeding $100,000. A certified check or bank draft payable to the Millsap WSC or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the American Rescue Plan Act and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for all contracts and subcontracts. SAM.gov registration is required to Bid. All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. This will be verified upon receipt of bid and prior to the award. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. The Millsap WSC reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Millsap WSC for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The lobbying certification must be submitted with the bid packet to be considered complete and responsive.
