REQUEST FOR QUALIFICATIONS (RFQ) Architectural & Engineering Services Texas State Railroad - Palestine Depot Project The Texas State Railroad is soliciting Statements of Qualifications (SOQs) from qualified Architectural and Engineering (A/E) firms for professional design services related to the construction of a new pre-engineered metal building at the Texas State Railroad Palestine Depot. Project Description The proposed project consists of the design of an approximately 80? wide x 120? long x 20? tall pre-engineered metal building. The facility will support assembly use and include: • Kitchens • Restrooms • Associated site improvements (as applicable) The selected firm will provide comprehensive A/E services, including but not limited to design development, construction documents, permitting support, and construction administration. Submission Requirements Interested firms shall submit a Statement of Qualifications that includes: • Firm Overview - General information and relevant qualifications • Key Personnel - Identification of project team members and their roles • Relevant Project Experience - Description of similar projects • Publicly Funded Project Experience - Demonstrated experience with federal, state, or locally funded projects • Project Approach - Brief narrative outlining the firm's understanding of the project and approach to delivery • References - At least three (3) client references for similar work Additional Required Qualifications SOQs must also clearly demonstrate the following: • Licensure - Firms must include licensed professionals registered in the State of Texas, including a Registered Architect and applicable licensed engineers (structural, MEP). • Permitting Experience - Demonstrated experience working with local and state permitting authorities, including knowledge of applicable building codes, health department requirements, and ADA/TAS compliance. • Schedule Capability - Ability to meet project timelines, including a demonstrated track record of delivering design documents on schedule. • Cost Control Experience - Experience in designing to budget, including cost estimating, value engineering, and coordination with construction teams to minimize cost overruns. Submission Instructions SOQs must be received no later than Monday, May 11, 2026, at 8:00 a.m., and will be opened at 8:30 a.m. on Monday, May 11, 2026. Queen Street, Palestine, TX 75801 • Email: txpharmacy@gmail.com Procurement Requirements This RFQ will be administered in accordance with all applicable federal and State of Texas procurement laws and regulations. • This notice will be publicly posted for a minimum of 14 days prior to the submission deadline. • Selection will be based on qualifications only. Fees will be negotiated with the most qualified firm. • The Owner anticipates making a selection within approximately one (1) week following the SOQ submission deadline; however, this schedule is subject to change as needed. • The Owner reserves the right to reject any or all submissions and to waive informalities as permitted by law.
