PUBLIC NOTICE – REQUEST FOR PROPOSALSThe City of Pilot Point, Texas is soliciting electronic proposals for Wastewater Treatment Plant Improvements, including multiple work packages for civil, structural, mechanical, electrical, I&C, site work, SWPPP/BMPs, fencing, demolition, startup, testing, and commissioning, in accordance with the Contract Documents and applicable regulations.Proposal Deadline: 03/18/2026 at 2:00 PM CST. All proposals must be submitted electronically via www.CivCastUSA.com, where plans, specifications, required forms, and related information are available.This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract(s) awarded under this RFP/RFQ are expected to be funded, in part, by financial assistance from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees shall be a party to this solicitation or any resulting contract.Any contract(s) awarded are subject to United States Iron and Steel (USIS) requirements per Texas Water Code §17.183, Texas Government Code Chapter 2252, Subchapter G, SB 1289 (85th Legislative Session), and 31 TAC §363.41, as applicable, and to American Iron and Steel (AIS) requirements of federal law, including Section 608 of the Federal Water Pollution Control Act.Davis-Bacon prevailing wage requirements apply to construction funded in whole or in part by the Clean Water State Revolving Fund.
