PUBLIC NOTICE ADVERTISEMENT FOR REQUEST FOR PROPOSALS The Port Arthur Independent School District (the District) is requesting proposals (RFP) for Bluebonnet Learning Implementation Support (RFP#9-2026). The RFP package (all documents) may be obtained at https://www.paisd.org/bidopportunities/ and by request to Margaret Moreno, Purchasing Manager, by email margaret.moreno@paisd.org. The deadline to submit a response to the RFP is 2:00 p.m., March 20, 2026. Proposals shall be addressed to Margaret Moreno at 4801 9th Avenue, Port Arthur, TX 77642. The District reserves the right to accept or reject any and all proposals, to waive any formalities and irregularities in the proposals received, and will accept the response(s) determined to be in the best interests of the District.
