ADVERTISEMENT FOR BIDS The GREATER TEXOMA UTILITY AUTHORITY on behalf of the CITY OF WHITEWRIGHT will receive bids for Whitewright CWSRF Wastewater Treatment Plant Improvements until 2:00 PM on March 24th, 2026 at City of Whitewright City Hall. The bids will be publicly opened and read aloud at 2:00 PM on March 24th, 2026 at City of Whitewright City Hall; 206 W Grand Ave, Whitewright, TX 75491. Bids are invited for several items and quantities of work as follows: Work of the project generally consists of all work, labor, equipment, personnel, and materials necessary to complete the requirements of the project as described in the Specifications and as shown in the Drawings. This work includes, but is not limited to, installation of a lift station and valve vault, cloth media disk filter, secondary clarifier, chlorine contact basin, various concrete boxes, associated mechanical equipment, yard piping and valves, trench and excavation safety, and all appurtenances in accordance with the Contract Documents for the project. Bid/Contract documents including bid proposal form, plan sheets, and specifications for the Project may be viewed and downloaded free of charge at www.civcastusa.com. Bid/Contract Documents, including half-size Drawings and Technical specifications are on file at the Issuing Office at 200 N. Travis Street, Suite 500, Sherman, TX 75090, and may be purchased on Monday through Thursday 7:30 AM — 5:30 PM and Friday 7:30 AM — 11:30 AM. Please submit questions for this project at least 5 business days prior to bid opening through www.civcastusa.com in the Q&A portal or to David Perkins, P.E. at david.perkins@kimley-horn.com. All addenda issued for this project will only be posted on www.civcastusa.com. A non-mandatory Pre-bid meeting will be held on March 5th, 2026 at 2:00 p.m. at the City of Whitewright City Hall; 206 W Grand Ave, Whitewright, TX 75491. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to "GREATER TEXOMA UTILITY AUTHORITY on behalf of the CITY OF WHITEWRIGHT" or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. This contract will be funded through the Texas Water Development Board, and the following provisions will apply: The contract will be contingent upon release of funds from the Water Development Board. Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by financial assistance from the Texas Water Development Board. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees are or will be a party to this Notice to Bidders or any resulting contract. This contract is subject to the Texas Water Development Board (TWDB) and the Environmental Protection Agency's (EPA) State Revolving Fund (SRF) Procurement requirements, which includes and offers procurement opportunities to all businesses during solicitations. EPA rules require that applicants and prime contractors/consultants make a good faith effort to award a fair share of contracts, subcontracts, and procurements in a nondiscriminatory manner through demonstration of the six affirmative steps. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and/or Section 608 of the Federal Water Pollution Control Act. This contract is subject to the Environmental Protection Agency?s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Any contract(s) awarded under this Invitation for Bids is/are subject to the Build America, Buy America (BABA) Act requirements of Section 70901 of P.L. 117-58 of the Bipartisan Infrastructure Law, 2021. Debarment and Suspension Certification. This contract is subject to the federal requirements of Subpart C of 2 CFR Part 180 and Part 1532 regarding Debarment and Suspension. The Contractor will comply with the assurances provided with the bid that leads to a contract. The GREATER TEXOMA UTILITY AUTHORITY on behalf of the CITY OF WHITEWRIGHT reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the GREATER TEXOMA UTILITY AUTHORITY on behalf of the CITY OF WHITEWRIGHT for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Consistent with the Flood Insurance Reform Act of 2004, federal Executive Order 11988, Texas Water Code Section 16.315, and local floodplain development ordinances, a floodplain development permit will be obtained from the local floodplain administrator prior to construction in a Special Flood Hazard Area.
