NOTICE OF APPLICATION – COMMERCIAL OIL & GAS WASTE FACILITY On Feb. 12, 2026, Davis Elite Energy Services , LLC filed with the Railroad Commission of Texas for a renewal permit to operate a commercial oil & gas waste pit in the Michell Smith Survey, Abstract No. A-607, Panola County, 4 mi W of Carthage, TX (Lat. 32.160081, Long. -94.941134). Property owner: Davis Elite Energy Services LLC. The facility Davis Elite SWD Well #1, ID#15444 will receive produced water, and other oil & gas wastes under RRC rules that will be temporarily stored in a lined pit prior to injection into a permitted disposal well. Affected persons may file a written protest within 30 days after the last publication. “Affected person” per 16 TAC §4.110 as a person who has suffered or may suffer actual injury or economic damage other than as a member of the general public.
