INVITATION FOR BIDS BID NUMBER: RFB 69-26-05 Formal bids received through the PlanetBids website located at https://vendors.planetbids.com/portal/78679/portal-home until 3:00 PM, local time, Wednesday, March 11, 2026. There is no fee for registering or bidding on this project through PlanetBids. If hand-delivered, bids are to be turned at City of The Colony, 6053 Main Street, The Colony, Texas 75056-1133 in a sealed envelope marked with the project name/bid number and will be received until 3:00 PM, local time, Wednesday, March 11, 2026. BID NUMBER: RFB 69-26-05 PRE-BID AT 1:00 PM, TUESDAY, FEBRUARY 24, 2026, AT THE NEW CITY HALL LOCATION AT 6053 MAIN STREET, THE COLONY TEXAS. ALTHOUGH NOT MANDATORY, BIDDERS ARE STRONGLY URGED TO ATTEND THIS CONFERENCE. ANY MISUNDERSTANDINGS DUE TO NON-ATTENDANCE WILL NOT BE REASON FOR LETTING A BIDDER OUT OF THE BID. RESULTS WILL BE READ AT 3:10 PM, WEDNESDAY, MARCH 11, 2026, AT THE NEW CITY HALL LOCATION, 6053 MAIN STREET. SCOPE OF WORK: The scope of work consists of the construction of a Propex Scourlok bank stabilization system and additional bank stabilization measures along the eastern bank of Stewart Creek Tributary 1 to provide for erosion and scour protection, specifically for the area North of the Turner Street, and East of the Turner Soccer Complex. The work includes, but is not limited to, mobilization, general site preparation, channel bank grading, installation of Propex Scourlok bank stabilization system, rock riprap, grade control structures, storm water pollution prevention plan measures and any other work deemed necessary by the City of The Colony. All of the above shall be done in accordance with TxDOT and NCTCOG specifications with the City of the Colony's Addenda and as per instructions of the City of The Colony City Engineer. All construction sequencing and barricading will be done according to the City of The Colony Standards. The opinion of probable construction cost for the overall project is $315,600. Specifications, bid proposal forms, addendums and instructions to bidders may be downloaded from the PlanetBids website, also available from the offices of LJA Engineering, Inc. at 2150 South Central Expressway, Suite 300, McKinney, TX, 75070, for $100.00 per set. Please send no cashier checks for bid bonds, the cashier check will be sent back to the vendor and bid will not be accepted. The bidder must submit Proof of Insurance and a Bid Bond in the amount of five (5%) percent of the bid amount to Joe Oerum (joerum@thecolonytx.gov). Originals must be submitted in the bid packet OR received by the Purchasing Manager before the bid opening. Any questions regarding the bid process, procedures, plans, or specifications shall be submitted through PlanetBids. All responses will be posted to PlanetBids. Any addenda for this project will be posted on the PlanetBids website where prospective bidders may download them. All documents must be submitted with the bid package and “filled out completely” by the bidders. City of The Colony reserves the right to reject any or all bids, in whole or in part, to waive any informality in any bid, and to accept the bid which, in its discretion, is in the best interest of the City of The Colony.
