Outreach and Recovery Center (ORC) REQUEST FOR PROPOSALS StarCare Specialty Health System Lubbock Regional MHMR Center DBA StarCare Specialty Health System (StarCare) is requesting sealed bids from qualified general contractors for the construction of the StarCare Outreach and Recovery Center (ORC). The project consists of constructing an approximately 10,000 square-foot addition, including building tie-ins, utility connections, and all labor, materials, equipment, and services necessary to complete the work.
