The owners of the area defined by Exhibit A containing metes and bounds description of and a likeness of said area (the “Disannexation Area”), which was annexed by City of Bulverde (the “City”) ordinance 399 (attached as Exhibit B) hereby petition for disannexation under TEX. LOC. GOV'T CODE § 43.141. 2. The Disannexation Area was annexed into the City of Bulverde (the “City”) on October 13, 2015 with the adoption of ordinance 399 (the “Annexation Ordinance”). 3. The service plan, Exhibit B of the Annexation Ordinance, did not provide for the provision of full municipal services, including water and wastewater services, no later than 4.5 years after the effective date of the annexation, as required by TEX.
