PUBLIC NOTICE OF INTENTTO APPLY FOR MEMBERSHIP TO THECENTRAL TEXAS WATER ALLIANCE (CTWA) CITY OF BELTON, TEXAS Notice is hereby given that the City of Belton (City), a political subdivision of the State of Texas, intends to submit a formal application for Participating Membership in the Central Texas Water Alliance (CTWA), a statutorily authorized regional water authority, pursuant to Senate Bill 1194 (89th Legislature, 2025) and informed by public notice principles in 31 TAC §357.21.This notice is issued by the City, a home-rule municipality organized and operating under its Home Rule Charter adopted pursuant to Article XI, Section 5 of the Texas Constitution and authorized by Chapter 9 of the Texas Local Government Code. Under these authorities, the City has the power of local self-government and may enact and enforce ordinances and regulations not inconsistent with the Constitution and general laws of the State of Texas. This notice is published in accordance with the following legal authorities and procedural requirements of Texas Government Code Chapter 551 (Open Meetings Act), requiring advance public notice of meetings and hearings; and Texas Government Code Chapter 552 (Public Information Act), ensuring public access to information related to governmental decision-making. CTWA will hold a public hearing to consider membership applications, providing the applicant opportunity for presentation and public input before any vote, in compliance with SB 1194 and guided by principles of procedural transparency.
