PRE-BID WALK-THROUGH: 1:00 P.M. Wednesday, March 18, 2026

A non-mandatory pre-bid conference and site walk-through will take place at the Eastern Washington University – Cheney Campus at the above referenced time and date. Attendees shall arrive at the Rozell Steam Plant Conference Room, 1115 Cedar Street, Cheney, WA 99004. Following a brief overview presentation of the project by the owner and architect, attendees will be guided through a walking tour of the project site.

WORK DESCRIPTION:
The project includes removal and replacement of synthetic track surface, removal and replacement of areas of concrete curb and asphalt, replacement of chain link fencing, and modifications to electrical power and data, and other related work in the Construction Documents.

Bidders are required to register and create an account in the EWU C&P Contractor Diversity Management System (B2Gnow) to submit an electronic bid.

Additionally, all Public Works Bid Openings will be conducted via live stream on Zoom. A link to the live stream for bid opening can be found above. Contractors and the public will not be allowed on campus to watch the bid opening in person. In order to submit a bid, ALL BIDDERS MUST have an account in the B2Gnow system to be included on the official plan holders list.

By following the project, you will be added to the plan holders list which ensures notification of addenda and Q&A. The Contractor that is awarded the project will be responsible for printing all documents necessary for performing the work.

The State of Washington prevailing wage rates are applicable for this public works project located in Spokane County. Bidders are responsible to verify and use the most recent prevailing wage rates. The “Effective Date” for this project is the Bid Submittal Date above. The applicable prevailing wage rates may be found on the Department of Labor and Industries website located at https://secure.lni.wa.gov/wagelookup/.

Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Voluntary workforce diversity goals for this apprentice participation are identified in the Instructions to Bidders and the General Conditions for Washington State Facility Construction. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs.

In accordance with RCW 39.30.060, if the base bid and the sum of the alternates (if applicable) combined together reach one million dollars or more, the Bidder is required to provide the names of the Subcontractors with whom the Bidder will directly subcontract for the performance of electrical for this project on Subcontractor List Form A within one hour of the bid submittal time by adding the document to your bid submitted at https://ewu.gob2g.com/.

Supplemental Bidder Responsibility will be evaluated for this project. In determining Bidder responsibility, the Owner shall consider an overall accounting of the criteria set forth in “DIVISION 00 SUPPLEMENTAL RESPONSIBILITY CRITERIA”. This Bid is subject to Washington State Law, Eastern Washington University regulations, procedures and policies, as they exist or may hereafter be amended. The State of Washington, Eastern Washington University, acting through the Construction and Planning Services office, reserves the right to accept or reject any or all bids and to waive informalities.
