City of University Place Request for Qualifications for Material Testing Services 67th Avenue Improvements Phase 1 Fed Aid#: STBGUL-2957(010) The City of University Place solicits interest from Consulting firms with expertise in material testing services for the Construction phase of the 67th Avenue Improvements Phase 1 Project. Contract type will be negotiated hourly rate. The project has an estimated construction start date of July 15th, 2026 and estimated completion date of November 27th, 2026. We expect the consultant to be available for material testing during that work window. The project will provide curb, gutters, landscaped pedestrian buffers, 6-foot sidewalks, 5-foot bicycle lanes, median islands, street lights, and asphalt overlay. The storm system will be replaced/modified as necessary, detention will be provided, and water quality will be provided for 150% of the new impervious surface. The intersections of Regents, 35th and 40th will be improved with upgraded signals, transit priority, video detection, audible pedestrian signals and updated ADA ramps. Connections will be provided to nearby residential, transit, recreation and commercial areas. The work to be performed by the CONSULTANT consists of providing on call material testing for subgrade, concrete and asphalt. The city does not intend to use the selected firm for any other phase of the project (e.g. ROW or PE). Submittal Submittals should include the following information: Firm name, phone numbers; Name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed to each project and descriptions of the relevant company and personnel experience. Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel qualifications; 2) Firm experience with testing and inspection; 3) Ability to meet schedule; 4) Approach to project; 5) Familiarity with relevant codes and WSDOT/FHWA standards; 6) Past performance/references. Please submit your Statement of Qualifications electronically via email to bids@cityofup.com, with the Project Name as stated in the Request for Qualifications noted on the subject line of the email to ensure proper handling and delivery. All electronic documents shall be in PDF format. The City will also accept submittals delivered in person or by certified mail to: City of University Place Engineering Department, 3609 Market Place West, Suite 200, University Place, WA 98466. Please provide (4) four copies if submitted in person or by mail. Submittals are due by May 27th, 2026, not later than 4:00 PM. No submittals will be accepted after that date and time. Submittals will be reviewed and the top firms will be notified within two weeks after the submittal deadline and scheduled for virtual interviews. Selection will be based on the results of the virtual interviews of the top firms. The selected firm will be notified within two weeks of their interview. The City of University Place, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
