SPOKANE ENVIRONMENTAL ORDINANCE (WAC 197-11-970) Section 11.10.230(3) Determination of Nonsignificance (DNS) File No. SLE-0007-26 DETERMINATION OF NONSIGNIFICANCE Description of proposal: Proposed single-family dock extending 54 feet waterward from the Ordinary High Water Mark of Newman Lake, consisting of a 22 foot ramp section plus 32 feet of floating dock supported by auger pipe pilings. Proponent: John and Kara Stoker, 13815 N. East Newman Lake Drive Location of proposal, including street address, if any: The subject site west of and adjacent to N. East Newman Lake Drive, in the NE ¼ of the NE ¼ of Section 3, Township 26 N., Range 45 E.W.M, Spokane County, Washington. Lead agency: Spokane County Department of Building and Planning The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. [ X ] This DNS is issued after using the optional DNS process in section 197-11-355 WAC. There is no further comment period on the DNS. You may appeal this determination to Robert Maiorino, Planner at the Spokane County Department of Building and Planning, 1026 West Broadway Ave., Spokane, WA 99260 no later than 4:00 p.m. on April 21, 2026 by completing and signing the appeal form and remitting the appropriate appeal fee.
