WHATCOM COUNTY NOTICE OF APPLICATION FOR A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT Notice is hereby given that on March 25, 2026, David Franklin applied for a Shoreline Substantial Development Permit under case number SHR2026-00005 to install 4 new light poles and their foundations, along with trenches to get power to the poles. The application was determined complete on April 8, 2026, indicating that all submittal requirements were met.
