STATE ENVIRONMENTAL POLICY ACT Determination of Non-Significance (DNS) Project Title: State Route (SR) 544 Nooksack River Overflow Culvert – Emergency Permanent Repair. Description of Proposal: The project will replace the existing arched overflow structure in the left bank floodplain of the Nooksack River with a 123-foot long single-span bridge. The project would permanently repair roadway infrastructure that was damaged during a flood event in November 2021. Proponent and Lead Agency: Washington State Department of Transportation (WSDOT) Location of proposal: The project is located between milepost 7.54 and 7.70 on SR 544 in the city of Everson in Whatcom County, Washington within Section 31 Township 40N Range 04E. The lead agency has determined this proposal does not have a significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed SEPA environmental checklist and supporting documents on file with the lead agency. This information is available to the public on request. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be received by March 22, 2026.
