DETERMINATION OF NONSIGNIFICANCE

Location of proposal: The project is located at 7265 E LAST REFUGE WAY, Manchester, WA, in South Kitsap, Commissioner District 2. Nearest road intersection: E Last Refuge Way & California Ave E., Manchester, WA. Parcel No. 4580-016-005-0001
Description of Proposal: This decision is for review of an Administrative Conditional Use permit review (25-04157) for the Manchester Water District Manganese filtration system and control building upgrade to approve the installation of a filtration system and associated 400 square foot cinder-block building for the purpose of treating and removing Iron & Manganese from the Manchester Water District Well #10. The installation of the system is comprised of a 400 square-foot Concrete Masonry Unit building, backwash tank, treatment outfall line and infiltration trench, connecting to the existing well. The current land use of the site is for public utility water treatment, including operation of well pumps and water disinfection system, structures housing the pumps and disinfection system, and a gravel access road. Well 10 manganese concentrations are greater than the secondary maximum contaminant level of 0.05 milligrams per liter (mg/L). During operation, these systems require daily backwash cycles to keep the filter media clean. The backwash water will be stored in a holding tank and then piped to an infiltration trench. Solids are removed from the backwash holding tank annually and disposed of at an approved landfill facility. Design of the backwash holding tank will limit the amount of solids entering the infiltration trench. The tank outlet will be located above the bottom of the tank to allow the solids to sink to the bottom. Solid material will be monitored and removed before it accumulates to the level of the outlet pipe. Total site disturbance of 4,900 square feet is planned with 325 cubic yards of cut and fill. The facility will meet Kitsap stormwater requirements.
SEPA Determination:The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS. The Notice of Application was distributed on November 12, 2025. No comments were received.  The proposed water quality system improvement is scheduled to begin construction in the summer of 2026. 
CONDITIONS:The proposal will be conditioned for stormwater control per Kitsap County Code (KCC) Titel 12.The proposal is subject to the Land Use conditions of approval from the Administrative Conditional Use Permit, per KCC Title 17.
