NOTICE OF ENVIRONMENTAL REVIEW DATE: April 16th, 2026 FROM: Holly Davis, City of Tieton Clerk/Treasurer APPLICANT: Systems West LLC on behalf of Evans Fruit Company, Inc. FILE No.: Evans Fruit Company, Inc. – Evans Fruit CA Facility DATE OF APPLICATION: 4/13/2026 PROJECT DESCRIPTION: Evans Fruit Company, Inc. is proposing a multi-phase project. An existing apartment building, controlled atmosphere/cold storage, and shop will be removed from the site. A new shop and cold storage facility will be built over the course of the project. In total, there will be 43,800 square feet of buildings removed and 69,368 square feet of new construction. PROJECT LOCATION: 409 Naches Ave. Tieton, WA 98947. The southwest corner of the intersection of Naches Avenue and Summitview Road. Parcel No. 171418-31011. ENVIRONMENTAL REVIEW: This is to notify public and private agencies with jurisdiction that the City of Tieton has been established as the lead agency, pursuant to the Washington State Environmental Policy Act. The project has been reviewed for probable adverse environmental impacts and expects to issue a Determination of Non-significance (DNS). The optional DNS process in WAC 197-11-355 is being used. The proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent threshold determination may be obtained on request and may be appealed pursuant to TMC 14.20.030(D). REQUEST FOR WRITTEN COMMENTS: Agencies, tribes and the public are encouraged to review and comment on the proposed project. There is a 14-day comment period for this review. All written comments received by May 4th, 2026, will be considered prior to issuing the final threshold determination on this application. This may be your only opportunity to comment on the environmental impacts of this proposed project. Please send your written comments to the address below.
