NOTICE OF AVAILABILITY FINAL NONPROJECT/ PROGRAMMATIC ENVIRONMENTAL IMPACT STATEMENT (FPEIS) Proposal: Pierce County Unified Sewer Plan Final Non-project/Programmatic Environmental Impact Statement (FPEIS) Application Number: 1043601 Description of proposal: The Pierce County Planning & Public Works Department (PPW) is updating the Unified Sewer Plan (USP), which is a broad plan that aligns with thePierce County Comprehensive Planand will guide PPW's Sewer Utility into the future. The plan describes the sewer service area, existing collection and treatment system and outlines policies, goals, and plans that will guide future expansion and improvements.The USP also addresses the General Sewerage Plan as required by the Washington State Department of Ecology, which includes compliance with federal, state, and local permit requirements. Finally, it addresses resource recovery efforts of biosolids, biogas, and reclaimed water. PPW is updating the USP to ensure the ability to provide wastewater treatment services to a growing population and allow for the expansion and additional investments in wastewater infrastructure while meeting changing regulations. Location of proposal: The Unified Sewer Plan covers both incorporated and unincorporated areas of Pierce County, Washington, that fall within Pierce County's Sewer Service Area. Proponent/Lead agency: Pierce County Planning and Public Works Department Availability of Final Programmatic Environmental Impact Statement (FPEIS): The Lead Agency has determined that the requirements for environmental analysis and mitigation under the State Environmental Policy Act (SEPA) have been met. This Final PEIS includes the revised environmental analysis and a summary of responses to all substantive comments received during the Draft PEIS comment period (June 6, 2025 – July 8, 2025). The Final PEIS is available for review online at: www.PierceCountyWa.gov/USP. In-person at: Pierce County Planning and Public Works, 9850 - 64th Street West, University Place, WA 98467. No Further Comment Period: In accordance with WAC 197-11-460, there is no public comment period for the Final PEIS. The Lead Agency will not take final administrative action on the Unified Sewer Plan for at least seven (7) days from the date of issuance. Appeal Information: The FEIS may be appealed per Pierce County Code (PCC) Chapter 18D.40.080. A Notice of Appeal and the required filing fee must be submitted to the Pierce County Hearing Examiner no later than 4:30 pm on April 28, 2026 (14 days after issuance).
