COLUMBIA COUNTY NOTICE TO CONSULTANTS FOR:KING GRADE BRIDGE REPLACEMENT. The COLUMBIA COUNTY solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. All work will follow the Washington State Department of Transportation (WSDOT) standards and procedures for Local Agencies including in accordance with WSDOT Local Agency Guideline Manual. This Cost-Plus Fixed Fee agreement will be for approximately twenty-four (24) months in duration with the option for the COLUMBIA COUNTY to extend it for additional time and money if necessary. This project has a 0% FSBE goal. Consultants will be considered for the following project: King Grade Bridge Replacement. Columbia County reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description: Columbia County is seeking a qualified consultant to provide Preliminary Engineering Design for the Replacement of the King Grade Bridge. The existing King Grade Bridge consists of a 16.5-ft. wide x 79-ft. long two-span timber bridge supported by pile foundations of unknown depth. The current proposed improvements include the complete removal and replacement of the existing bridge with a new single span, approximately 18' wide by 135' long, steel, concrete or combination thereof new bridge. Consultant services will be for the following: • Structural design for bridges, walls, foundations and other structures; • Geotechnical Engineering; • Roadway and Drainage Design, including Traffic/Roadside Elements; • Environmental analysis and permitting, including BA, NEPA, SEPA, Cultural Resources, etc.; • Final PS&E preparation. The County will be providing the following services: • Location, topo and survey work. The County has state-of-the-art survey-grade drone with LiDAR/photo capabilities, GPS and EDM/Theodolite Survey Equipment. The County has a Licensed Land Surveyor on staff. Columbia County reserves the right to retain the services of the successful firm(s) for any additional and/or subsequent phases (R/W, PS&E, CE, CN, Surveying, & Materials Testing) associated with this project. Evaluation Criteria: Submittals will be evaluated and ranked based on the following criteria: • Firm's Experience; • Project Team Experience; • Project Approach; • Project Schedule; • Past Performances/References.
