CITY OF SHORELINE REQUEST FOR PROPOSALS RFP NO. 1366655 North City Arts & Eats Market Submit no later than Friday, February 27, 2026 at 2:00 p.m. Exactly Pacific Local Time Questions Due by 5:00 p.m., Wednesday, February 18, 2026 The City of Shoreline, Washington (City) is soliciting Proposals from firms or individuals (Consultant) interested in providing services for The North City Arts & Eats Market. The Arts & Eats Market is envisioned as an attractive amenity to support the activation of the planned North City Commons Community Gathering space at 910 & 900 NE 185th St, Shoreline, WA. This complete RFP, including the scope of services, submittal requirements, evaluation criteria, and any issued Addenda are published on publicpurchase.com. Instructions for accessing and registering for notifications on publicpurchase.com are also provided on the City website at shorelinewa.gov/bidsandrfps. Interested parties are solely responsible for reviewing all Project documents published on publicpurchase.com. The City intends to execute an Agreement for Services with the successful Consultant for an initial term of 5 years. The City reserves the right to retain services of the selected Consultant for any subsequent phases of this project. No compensation will be provided to the Consultant for services under the awarded agreement for the duration of the agreement period, unless amended. Consultant will be authorized to collect revenue as a part of vendor management, subject to approval by the City. Some up-front investment and ongoing expenses to support a successful Arts & Eats Market are expected to be borne by the consultant. Questions and Proposals shall be submitted on publicpurchase.com, linked on the City website, before the deadline. Questions via phone or email will not be accepted. Questions received after the deadline will not be accepted. The City of Shoreline, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
