CITY OF MUKILTEO NOTICE OF APPLICATION AND OPTIONAL DNS Japanese Gulch Creek Daylighting and Estuary Project Description of Proposal: Japanese Gulch Creek currently flows through an underground pipe before emptying into Possession Sound. The City proposes reducing the length of pipe and daylighting the creek to flow openly into a new shallow water area, creating habitat for fish and wildlife. The project will restore and improve natural habitat, remove most of the paved surfaces, and enhance the waterfront trail with walking paths and educational features. A Shoreline Substantial Development Permit is required because the project includes work (fill and excavation) in and near the water.
