Project Information:
The Tacoma Public Schools (TPS) is requesting qualifications from firms interested in providing Design-Build (DB) services related to the TPS Safety and Security Upgrades Bundle Phase 3 project. The alternate Public Works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this project. This project will utilize the Progressive Design-Build (PDB) delivery method. Firms with previous PDB experience, or experience using a similar alternative construction delivery format, are encouraged to submit.
During the project, the Design-Builder will receive direction from designated representatives in the TPS Planning & Construction Office and will work collaboratively as a member of a team to achieve project objectives. In addition to staff from the TPS Planning and Construction Office, the TPS team may include representatives from other District departments, the Design/Build Consultant (Parametrix) and other TPS consultants.
This project will involve design and construction of security and safety upgrades at multiple school and facility sites across the District. The District anticipates standardization of systems and system components and that, once the project begins construction, there will be simultaneous construction taking place at multiple facilities across the District. The District will be looking to the Design-Builder for ideas on ways to increase efficiencies of budget and schedule and to minimize the duration of the construction schedule for the overall project program.
Generally, the scope of work may include, but is not limited to, the design, construction and integration of secure building entry systems, building access control systems, intrusion detection systems, intercom systems, CCTV systems and related infrastructure at multiple, schools and other facilities that are owned and/or operated by Tacoma Public Schools.
A mandatory pre-submittal project information meeting will be held March 4, 2026, starting at 3:00pm in the TPS Maintenance and Operations Building, at 3223 S. Union Avenue Tacoma, WA. Please check in at the reception desk. The facility is currently occupied and operational and, due to security protocol, may not be visited prior to, or after, the scheduled pre-submittal meeting.

Interested Parties may download the RFQ beginning February 24, 2026 from the District's Bonfire Bid Management website at: https://tacoma.bonfirehub.com/portal/?tab=openOpportunities . When registering on the Bonfire website, follow instructions and use at least one or any combination of the following classification/commodity codes, as applicable for your firm: 906-10, 906-38, 909-21, 909-22, 909-24, 909-27, 909-31, 912-38, 925-44 and/or 958-26.
Responses to the Request for Qualifications for Design Build Services (RFQ 26011C) will be received by the Tacoma School District No. 10, Purchasing Department until 2:00pm on March 19, 2026.
