Liberty Launch, Luke Kjar, 2110 N Molter Rd Liberty Lake, WA 99019, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Liberty Launch Academy MODE Facility, is located at The project is located at 2110 N Molter Rd & 24091 E MISSION AVE, in liberty Lake, WA. The project is for construction of a sports facility which will include grading on parcels 55113.0235, 55113.0231, and 55113.0232. Storage for the stockpiles of the dirt will be on parcel 55115.0215. in Liberty Lake in Spokane county. This project involves 6 acres of soil disturbance for Other (Sports facility for school) construction activities. The receiving water is Liberty Lake. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
