COUNTY OF MONTEREY PUBLIC WORKS FACILITIES AND PARKS PROJECT: 65650 Bradley Road ‑ New Bradley Library & Resiliency Center Project PROJECT NO. 8821 – BID PACKAGE NO. 10966 NOTICE TO BIDDERS Sealed bids for the above project will be received at the OFFICE OF CLERK OF THE BOARD OF Supervisors, County of Monterey, 168 W. Alisal Street, First Floor, Salinas, California 93901 (Mailing Address: P O Box 1728, Salinas, California 93902‑1728) until the submission deadline: 10:00 am on Thursday, May 21, 2026, at which time they will be publicly opened and read in the Board of Supervisors’ Chambers. Each bid shall be in accordance with the drawings, plans, specifications, addenda, and subject to all special Provisions/ Conditions, General Conditions, and other contract documents prepared by the County, and shall be submitted on the bid form prescribed by County. County reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. No bidder may withdraw his/her/its bid for a period of sixty (60) days after the opening of bids without the written consent of County. The bidder shall possess a valid Class B‑General Building Contractor’s License at the time of bid opening. Base Bid consists of all work as noted in drawings and specifications including site work, demolition as required. General project description includes: 1. Construction of new 2,500 square feet metal building; 2. Extension of utilities to the new site and a new septic system; 3. Site work including parking, utilities, and utility yard; 4. New wharf hydrant and fire tanks; 5. New generator. Additive Alternate bids include: • A lternate Bid 1 includes cost for a well water filtration system design and installation for the School and County Library, as described in the drawings. • A lternate Bid 2 includes cost for solar panel design and installation, as described in the drawings. • A lternate Bid 3 includes cost for a net zero battery backup including integration with solar panel system design and installation, as described in the drawings. • A lternate Bid 4 includes cost to remove petromat/water proofing membrane if found under existing asphalt that is to be removed, as described in drawings. The MANDATORY PRE‑BID MEETING must be attended in its entirety. Failure to attend any portion of the MANDATORY PRE‑BID MEETING will result in disqualification from bidding on this Project. Security in an amount equal to at least ten percent (10%) of the total amount of the bid in the form of cash, cashier’s check, or certified check payable to the County, or a bidder’s bond in the form attached to the proposal executed by an admitted corporate surety company, must accompany the bid. For the selected contractor, a payment bond and a performance bond, each in the amount of One Hundred Percent (100%) of the Contract, are required. Pursuant to California Public Contract Code Section 22300, the Contractor may substitute securities for any monies withheld by the County to ensure performance under the Contract. Pursuant to California Labor Code Section 1771.1(a), a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of California Public Contract Code Section 4104, or engage in the performance of any contract for public work, as defined in Chapter 1 of Part 7 of Division 2 of the California Labor Code, unless currently registered and qualified to perform public work pursuant to California Labor Code Section 1725.5. It is not a violation of Labor Code Section 1771.1(a) for an unregistered contractor to submit a bid that is authorized by California Business and Professions Code Section 7029.1 or by Public Contract Code Section 10164 or Public Contract Code Section 20103.5, provided the contractor is registered to perform public work pursuant to Labor Code Section 1725.5 at the time the Contract is awarded. Bidders must comply with the provisions of Monterey County Code (MCC) Section 5.08.120, requiring a good‑faith effort to employ qualified individuals who are residents of the Monterey Bay Area as defined in MCC Section 5.08.120.H.3. “Resident of Monterey Bay Area”. General prevailing wage rates in the County in which the work is to be done have been determined by the Director of California Department of Industrial Relations (DIR) and are on file and available at PWFP, 1441 Schilling Place, Second Floor, Salinas, California 93901 and DIR Internet website: www.dir.ca.gov/OPRL/DPreWageDetermination.htm. It shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under him/her/it, to pay not less than said specified rates to all workers employed by them in the execution of the Contract.
