April 14, 2026 CITY OF LIVERMORE NOTICE OF REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR CONSTRUCTION OF THE WRP OCCUPIED BUILDING REPAIRS - ADMINISTRATION PROJECT NO. WW202322 1. NOTICE IS HEREBY GIVEN that the City of Livermore ("City") is requesting Statements of Qualifications ("SOQ") from Contractors interested in being pre-qualified ("Applicants") to bid on the WRP Occupied Building Repairs Project No. WW202322 located at the Water Reclamation Plant, 101 W Jack London Blvd, Livermore, CA 94551 as shown in Figure 1 of the enclosed Request for Statements of Qualifications ("RFQ"). The documents contained in the RFQ represent only this instant pre-qualification component of this procurement (e.g., Step One), copies of which are now on file and may be obtained beginning April 14, 2026, by visiting BidNet Direct at: https://www.bidnetdirect.com/california/cityoflivermore Or accessed via the following links on the City's website: http://www.livermoreca.gov/departments/community-development/ engineering/projects-out-for-bid Each Applicant for the Project shall be a licensed contractor and shall be licensed in the following appropriate classification of contractor's license and must maintain the license throughout the duration of the Project Contract: California Class "B" Contractor's license. Once this RFQ process concludes, Bid Documents will be made available to those Applicants pre qualified via this RFQ process during the subsequent bidding phase (e.g., Step Two) of this procurement expected to commence in May 2026. Only those Applicants who pre-qualify during this Step One of the procurement will be permitted to submit a bid for the Project. 2. STATEMENT OF INTENT: While it is the intent of this RFQ process to assist the City in determining Applicant responsibility and to establish a pool of pre-qualified Applicants prior to the commencement of Step 2 of this procurement and to aid the City in selecting the lowest responsible bidder during Step 2 of this procurement, neither the achievement of pre-qualification status, nor any pre-qualification rating, will preclude the City from a consideration and determination on a specific project of whether an Applicant has the quality, fitness, capacity and experience to satisfactorily perform the Project Work, and has demonstrated the requisite trustworthiness. 4.
