ADVERTISEMENT FOR BIDS 1. NOTICE. The ALAMEDA COUNTY FLOOD CONTROL and WATER CONSERVATION DISTRICT, acting by and through its ZONE 7 WATER AGENCY ("District") hereby gives notice that it will accept Bids for construction of the following public work: DISTRICT PROJECT No. 318-26 On-Call Well Repair and Maintenance LIVERMORE, PLEASANTON, AND DUBLIN, CALIFORNIA 2. BID SUBMISSION. District will receive sealed Bids no later than 2:00 pm on Wednesday, February 25, 2026, as determined by the OpenGov Procurement Portal. The Bid opening will be in accordance with procedures set forth in DOCUMENT 00200 - INSTRUCTIONS TO BIDDERS. 3. CONTACT INFORMATION. The Work consists of, in general, pump and pump column removal/replacement, well cleaning operations, well development, repair and maintenance of pumps, and on-call maintenance of Zone 7 wells. 5. CONTRACT TIME. The contract will be a three-year term, renewable for up to an additional two years for a total of five years, with 3% annual bid item adjustment increases each successive year beginning January 1, 2027. During the contract period, the Contractor shall be available to perform Work on an on-call basis as directed by the District Representative. Work shall be finally completed within 1826 Calendar Days from the date when Contract Time commences to run. 6. REQUIRED CONTRACTOR'S LICENSE(S). Each bidder is required to have a current California Class A - General Engineering and Class C-57 - Well Drilling Contractor licenses to bid this Contract. Joint ventures must secure a joint venture license prior to award of this Contract. Removal, handling, and/or disposal of hazardous materials may by law require hazardous substance removal certification by the Contractor's State License Board. PUBLIC WORKS CONTRACTOR REGISTRATION. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter [1770-1784 Labor Code], unless currently registered and qualified to perform public work pursuant to Section 7029.1 of the Business and Professional Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. 7. PREVAILING WAGE LAWS. The successful Bidder must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Pursuant to applicable provisions of the Labor Code, the District has implemented and shall enforce a Labor Compliance Program (LCP) for the Work. The successful Bidder shall be required to comply with all the requirements of the District's LCP and applicable provisions of the California Labor Code. In bidding on the Work, it shall be each Bidder's responsibility to evaluate the cost of complying with the District's LCP. Bidders shall include all costs of compliance with specified requirements in their bids. 8. PRE-BID SITE VISIT. District will conduct a Non-Mandatory Pre-Bid Site Visit at 10:30 am on Tuesday, February 17, 2026 at https://teams.microsoft.com/meet/28681605417997?p=Ffjhcd7fXx6aYnmleG. Any Bidder wishing to investigate subsurface conditions at the Site must schedule such a visit with the District in accordance with DOCUMENT 00200 - INSTRUCTIONS TO BIDDERS. 9. District will permit successful Bidder to substitute securities for retention monies withheld to ensure performance of Contract, as set forth in DOCUMENT 00680 - ESCROW AGREEMENT FOR SECURITY DEPOSITS IN LIEU OF RETENTION, in accordance with California Public Contract Code, Section 22300. By this reference, DOCUMENT 00680 - ESCROW AGREEMENT FOR SECURITY DEPOSITS IN LIEU OF RETENTION is incorporated in full in this DOCUMENT 00100 - ADVERTISEMENT FOR BIDS. 10. PROCUREMENT OF BIDDING DOCUMENTS. No bid documents are available at the District's offices for viewing or purchase. Bidding Documents are located online at https://procurement.opengov.com/portal/zone7water where Bidders may download copies for no fee. 11. BID PREPARATION COST. Bidders are solely responsible for the cost of preparing their Bids. 12. RESERVATION OF RIGHTS. District specifically reserves the right, in its sole discretion, to reject any or all Bids, or re-bid, or to waive inconsequential deviations from Bid requirements.
