INVITATION FOR BIDDERS The Housing Authority of Tulare County will receive bids for the following work until April 16, 2026, at 2:00 P.M., at 5140 West Cypress Avenue, Visalia, California, at which time and place all bids will be publicly opened and read aloud. SUMMARY OF WORK: The work shall be confined to the new construction of 21 residential units and associated site work and infrastructure. There will be 21- bedroom/1 bath units, and 5 2 bedroom/1 bath, a community building in 7 separate building, and approximately 22 parkingmspaces as provided in the drawings and, as per specifications by BAR architects. PROJECT LOCATION: 627 S Fulgham Street, in Visalia, CA. Bids to include: Bid Form, Representations/Certifications of Bidders (form HUD-5369-A), Bid Bond, Form of Non-Collusive Affidavit, Equal Opportunity Certification, Previous Participation Certification, Section 3 Plan/Commitment Form, Responsibility Questions Form, and acknowledgement of any addenda. Bids received after 2:00 P.M. on said date or in an incomplete manner will not be accepted. Bids must be essentially in the forms shown in the specifications and contain all information required in the proposed contract documents. Proposed forms of contract documents, including specifications, are at the Builders Exchange of Tulare-Kings County, 827 W. Center St., Visalia, California 559-732-4568, The Central California Builders Exchange 1244 North Mariposa St., Fresno California, 559-237-1831 and at The Housing Authority of the County of Tulare 5140 West Cypress Avenue, Visalia California. A scheduled walk-thru will be conducted at the site on March 11, 2026, at 627 S Fulgham Street, in Visalia, CA. at 1:00 P.M. The walk-thru is not mandatory, but recommended. General Contractors may secure copies of the proposed contract at 5140 W. Cypress Avenue, Visalia, CA on the following basis: 1. Copies of the Specifications and Drawings 2. Partial sets will not be issued. The bid award will only be made to a Contractor that is determined to be qualified for this construction. Proof of appropriate experience will be required. Each bidder must have a valid current California Contractor’s License Number, in good standing to do or to sub-contract the work (A General Contractor’s License and or such specialty licenses as may be necessary to cover all work on this project that is not sub-contracted). Proof should be submitted with each bid. A 100-percent performance bond and a 100-percent labor and materials bond, each as a percentage of the contract, shall be required from the successful bidder. Each bidder must submit a cashier’s check or a bid bond in the amount of no less than 10-percent of the amount of the bid. The check or bid should be made payable to The Housing Authority of Tulare County. This will secure the owner and guarantee that the successful bidder will enter into a contract. No bid may be withdrawn for a period of thirty (30) days after the date set for bid opening. Prior to signing the contract, the Contractor shall furnish the owner with one copy of each of the following data for approval and acceptance. 1. Certificates of all required insurance including endorsements naming the owner and Architect as additionally insured. 2. List of Sub-Contractors. 3. Construction progress schedule. The successful bidder shall furnish on-site supervision for the duration of this project.
