NOTICE INVITING BIDSWest Covina Unified School District The West Covina Unified School District ( “District” , acting by and through its Governing Board, will receive sealed bids for the contract below. BID INFORMATION : Bid No. 07:2526 PROJECT : District Office Landscape Improvements CONTRACT TIME : Fifty (50) calendar days CUPCCAA REGISTRATION: This Project is being bid in accordance with the California Uniform Public Construction Cost Accounting Act (Public Contract Code §22030 et seq.). Prospective Bidders must be a registered contractor on the District’s informal bidding list . Bidders must register at PQBids.com in order to be eligible to submit a bid . LICENSE REQUIRED: A valid and active Class B License is required at the time of bid and for the duration of the Contract . BID SUBMISSION & OPENING:Bid Due Date/ Opening Date: May 21, 2026, at 2:00 p.m.Bids must be submitted electronically at PQBids.com ( https://go.pqbids.com/ Bids must be presented only on District-furnished forms. Any bid not fully received by the electronic system at the scheduled closing time shall be automatically rejected and will not be considered for award. MANDATORY PRE-BID CONFERENCE & JOB WALK: April 27, 2026, at 7:00 a.m.Pre-Bid Conference/ Job Walk Location: Purchasing Department, 1717 W. Merced Ave., West Covina, CA 91790. Attendance at the entire mandatory job walk and conference is required for any contractor bidding on the Project. Any Contractor bidding on the Project who fails to attend the entire mandatory job walk and conference shall be deemed non-responsive; their bid will be disqualified and will not be considered for award. Bid documents are available only to Bidders who attend and remain for the duration of the job walk. LEGAL & CONTRACTUAL REQUIREMENTSSubcontractors & Licensing * Subcontractors must be licensed pursuant to California law for the trades necessary to perform the Work. * Bidders must submit a list of designated subcontractors with their bid, on the furnished form, in accordance with the Subletting and Subcontracting Fair Practices Act (California Public Contract Code §4100 et seq.).Bidder's Security * Each bid must be accompanied by a bidder's security of not less than ten percent (10%) of the maximum amount of the bid. * The security must be in the form of (1) cash, (2) a cashier's check, (3) a certified check, or (4) a bidder's bond. All checks and bonds must be made payable to the District.· Bonds must be issued by a California admitted surety as defined in California Code of Civil Procedure § 995.120 .Bonds, Retention, and Withdrawal * The successful bidder must provide separate Performance and Payment Bonds, each in an amount equal to 100% of the total Contract amount, prior to Contract execution. * The District permits the substitution of securities for retention moneys as per California Public Contract Code §22300. * No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids.Prevailing Wages & Registration (California Labor Code) * The Contractor and all subcontractors must comply with all requirements regarding prevailing wages (Labor Code §1720 et seq.). Prevailing wage rates are on file at the District and available from the Director of the Department of Industrial Relations. * This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR) (SB 854) * Contractor and subcontractors must be currently registered and qualified to perform public work pursuant to Labor Code §1725.5. * Certified payroll records (Labor Code §1776) must be furnished to the Labor Commissioner monthly in the prescribed format (Labor Code §1771.4).Additional Requirements * Bids must strictly conform to the Contract Documents. * The District reserves the right to reject any or all bids or to waive any irregularities or informalities. * The Contractor must consult the General Conditions, Supplementary Conditions, and General Requirements regarding Milestones and Liquidated Damages. * Where applicable, bidders must meet the requirements for Disabled Veteran Business Enterprise (DVBE) Programs (Public Contract Code §10115 et seq.).
