SECTION 000020 NOTICE TO CONTRACTORSNOTICE IS HEREBY GIVEN that the HANFORD JOINT UNION HIGH SCHOOL DISTRICT (hereafter, the "Owner") will receive sealed bids prior to the date and time stated below for the Bid Opening for the CONCESSIONS BUILDINGS AT HANFORD HIGH SCHOOL DSA # 02-123897, HANFORD WEST HIGH SCHOOL DSA #02-123898 AND SIERRA PACIFIC HIGH SCHOOL DSA# 02-123899 PROJECT (hereafter, the “Projects”). Exact scope of work will be provided at the mandatory job walk. Any questions should be directed to Renee Creech, Assistant Superintendent Business Services & Operations (559-583-5901 ext. 3116 or rcreech@hjuhsd.org). On and after the publication of this Notice, bonafide general contract bidders may secure copies of the proposed Contract Documents from the Director of Facilities on the following basis: 1. Limited to two sets of Bidding Documents per General Contractor.2. Additional complete sets may be purchased at the cost of reproduction and delivery.3. Contract Documents will also be issued to various Builders Exchanges for sub-contractors use or sub-contractors may purchase complete sets from the District at the cost of reproduction and delivery.4. No partial sets or individual sheets will be issued or sold.Time of completion for this project is estimated to be approximately two hundred seventy-seven (277) calendar days from the date established in the Owner's Notice to Proceed. It is anticipated in any event that a Notice to Proceed will not be issued with a start date before May 1, 2026, and work must be completed no later than February 2, 2027.SEALED BIDS: Sealed bids on the above project shall be sealed and filed in the Business Office of the Owner located at 300 W. 6 th Street Hanford, California on or before 2:00 p.m. on April 22, 2026 . Bids will be opened in public in the Board Room of the Owner, 300 W. 6 th Street Hanford, California 93230 at or after 2:00 p.m. on April 22, 2026. BIDDER'S BOND: Bids must be accompanied by a bidder's bond, approved by the Owner or a certified or cashier's check for at least ten percent (10%) of the amount bid and made payable to the Owner. Said Bidder's Bond or certified cashier's check shall be declared forfeited if the successful bidder refuses or neglects to enter into contract after being so requested by the Owner. Said Bond shall be obtained from an admitted surety company satisfactory to the Owner. CONTRACTOR'S LICENSE REQUIRED: The Board will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with Section 7000 et seq. of the Business and Professions Code of the State of California, providing for the licensing of contractors. In accordance with Section 3300 of the Public Contract Code, any such contractor bidding this job shall have a Class B license in the State of California as required for the successful performance of the Contract. BONDS REQUIRED: The successful bidder will be required to furnish a Payment Bond in an amount equal to 100 percent of the contract price, to be obtained from a surety company satisfactory to the Owner. All bonds required, whether Bid, Performance, Payment, or other bonds, shall be issued by an admitted surety insurer. Payment and Performance bonds required for this project will neither be accepted nor approved by the Owner unless they are underwritten by an admitted surety, comply with California Code of Civil Procedure Section 995.630(a) and (b), and the bonds are accompanied by the County Clerk’s certificate as provided for in the California Code of Civil Procedure Section 995.640(b). The Owner reserves the right to verify the acceptability of the surety and the form of the bond.SUBSTITUTION OF SECURITIES: Bidders are hereby put on notice that (pursuant to Public Contracts Code Section 22300) the successful bidder may either establish an escrow account and agent for deposit of retention or may substitute securities for any monies retained by District to insure performance of the Contract. PREVAILING WAGE PROVISION: Payment of wages for work on this project shall be subject to the requirement for the payment of prevailing wages pursuant to Labor Code Section 1770 et seq. Copies of the applicable prevailing wage rates are on file with the Owner's business office, and they are available to any interested party on request. INSURANCE: Prior to the execution of the Construction Agreement and in accordance with the instructions of the Owner, the successful bidder shall be required to furnish, in a form satisfactory to Owner, proof of property damage and personal injury liability insurance for a combined single limit of not less than $2,000,000.00. The successful bidder shall also provide proof of workers compensation insurance sufficient to meet those requirements for construction of public works in California. SUBCONTRACTOR'S LIST : Each bid filed shall set forth: a. the work performed, the name, and the location of the place of business of each subcontractor who will perform work or labor or render service to the general contractor in or about the construction of the work or improvement in an amount in excess of 1/2 of 1 percent of the general contractor's total bid;b. the portion of the work which will be done by each subcontractor if this is required by Section 4104 of the Public Contract Code of the State of California, as amended, and all bids shall be submitted subject to the terms, conditions and penalties of Sections 4100 through 4113 inclusive of said Public Contract Code, as amended.MISCELLANEOUS: A MANDATORY PRE-BID CONFERENCE and walk-through will be held at 10:30 a.m. on April 9, 2026, or 10:30 a.m. on April 16, 2026, for those interested Bidders. All parties concerned shall meet at Sierra Pacific High School construction trailer located at the backside of the campus, located at 1259 13 th Ave., Hanford, CA 93230.The Owner reserves the right to reject any or all bids or to waive any informality in any bid. If this contract is awarded, then the Notice of Award shall be issued to the lowest responsible bidder within 30 days following the bid opening. Unless otherwise required by law, no bidder may withdraw his bid for a period of sixty (60) days after the date the Board awards bid to the lowest responsible bidder. The Bid Bond shall be returned sixty (60) days from the time the Award is made.
