NOTICE TO CONTRACTORS Quotes will be received until 2:00 p.m. on Tuesday, April 28, 2026 , at which time they will be publicly opened digitally and posted for performing work in accordance with Plans and Specifications, therefore, as follows: RFQ 2026-18EXTERIOR PAINTING OF THREE (3) CITY BUILDINGS Quotes are required for the entire work as described herein: Furnish all necessary labor, materials, equipment and incidentals necessary to complete the exterior painting projects at the Longfield Center, Coe Park, and City Hall. Work shall be performed in accordance with industry standards. Work must be completed by June 30, 2026. Work will consist preparing the surfaces and repainting the exterior of the three buildings, pressure washing all surfaces to be repainted, scraping loose paint and spot prime as needed, metal flashing to be prepped and repainted, repaint all surfaces with two (2) coats of exterior latex enamel paint, repair any loose stucco areas before priming and retexture to match, apply stucco bonding agent to substrate before applying stucco patch, prime all raw areas, prepare and recoat polyurethane on exterior of wood doors. Contractor must be licensed in accordance with the provisions of the State of California Business and Professions Code, be licensed with the Department of Industrial Relations, and hold a valid CSLB C-33 Contractor’s license. There will be a non-mandatory pre-bid job walk at City Hall , 315 N. Douty Street, Hanford, CA 93230 at 10:00 a.m. on Tuesday, April 14, 2026. At the conclusion of the meeting, contractors can continue to the other two locations to view the sites. Submit quotes no later than 2:00 p.m. on Tuesday, April 28, 2026 electronically (via email) to rshaw@hanfordca.gov [rshaw@hanfordca.gov]. . Submissions must include pages 2-7 of the RFQ. Bids must be accompanied by a bidder 's security made payable to the City of Hanford for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited should the bidder to whom the contract is awarded fail to enter into this contract. All questions regarding this project shall be in writing and shall be submitted through Bidnet only, no later than 4:00 p.m. on Thursday, April 21, 2026. Plans, specifications, and quote forms to be used for bidding shall only be obtained through Bidnet Direct’s California Purchasing Group website: http://www.bidnetdirect.com/california/cityofhanford All vendors looking to do business with the City of Hanford are encouraged to register to access bids, related documents, addendum, plan holder lists, and award information. All bid documents shall be included in submission to be valid at the time of bid opening. Any change to, or clarification of, the project plans and specifications shall be made in the form of an addendum issued to plan holders of record. Questions that prompt a change or clarification shall be included in the addendum with the subsequent answers. All bids are to be compared on the basis of the City Engineer's estimate of the quantities of work to be done. No bids will be accepted from a Contractor who has not been licensed in accordance with the provisions of Chapter 9, Division 3 of Business and Professions Code. The City reserves the right to reject any or all bids. In accordance with the provisions of Section 1770 to 1781 of the Labor Code, the City of Hanford has ascertained that the General Prevailing Rate of Wages applicable to the work being done for this project is as per the State of California Prevailing Wage rates for the County of Kings, of which wage scale on file in the City Engineer ¢ s office and the Department of Industrial Relations prevailing wage rate determinations website at https://www.dir.ca.gov/Public-Works/Prevailing-Wage.html . The Contractor to whom the contract is awarded shall pay not less than the specified prevailing wages to all workmen employed in the execution of the contract. The City of Hanford, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US. C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of age, race religion, creed, color, national origin, ancestry, physical or mental disability, medical condition, genetic information, marital status, gender, gender identity or expression, sexual orientation, or military and veteran status in consideration for an award.
