TOWN OF MORAGA NOTICE INVITING BIDS 2025 & 2026 Street Rehabilitation Project (CIP 25-401 & 26-401) (Engineer's Estimate: $2,100,000) RECEIPT AND OPENING OF PROPOSALS: Sealed proposals will be received in the Public Works Department, 329 Rheem Blvd, (2nd Floor) Moraga, California, 94556 before 2:00 P.M. [PST] on Wednesday, May, 6, 2026, at which time bids for the 2025 & 2026 Street Rehabilitation Project (CIP 25-401 & 26-401) will be opened and publicly read. The work is located within the Town of Moraga. DESCRIPTION OF WORK: The Work will primarily consist of pavement rehabilitation (partial depth recycling (PDR), milling, HMA overlay, and shoulder stabilization), concrete repairs, storm drain repairs, traffic control, and traffic striping. Contractor shall have a Class A General Contractor's License. A non-mandatory pre-bid meeting will be held on Thursday, April 9, 2026, at 11:00 A.M. [PST] at 329 Rheem Blvd, (2nd Floor) Moraga, California, 94556. COMPLETION OF WORK: The Project shall achieve Substantial Completion within 40 working days and Final Completion within 55 working days from the date specified in the Notice to Proceed. Liquidated damages of $4,200 per calendar day for each and every calendar days' delay will be assessed for exceeding the time completion requirements. PLANS AND SPECIFICATIONS: The Contract Documents are available without charge electronically at the project's website www.moraga.ca.us/2025-26streetpaving. Complete sets of the Contract Documents may be obtained from the Public Works Department, 329 Rheem Blvd, (2nd Floor) Moraga, California, 94556, upon payment of $100.00 (non-refundable) for each set. GUARANTEE: Each bid shall be made on the proposal form furnished by the Town and shall be in accordance with the specifications and other contract documents and shall be accompanied by a certified check, cashier's check or bidder's bond, payable to the Town in a sum not less than ten percent (10%) of the amount of the bid, as a guarantee that the bidder will enter into a contract for the work, the full amount of such guarantee to be forfeited to the Town should said bidder fail to enter into said contract as set forth in Section 20160 et seq. of the Public Contract Code of the State of California. The successful bidder will be required to furnish a Performance Bond in an amount not less than one hundred percent (100%) of the contract price and a Payment Bond in an amount not less than one hundred percent (100%) of the contract price, said bonds to be secured from a surety company authorized to do business in the State of California, and to be subject to the approval of the Town's Attorney. The successful bidder will also be required to furnish the Town of Moraga with an insurance policy in the amount of $5,000,000 per occurrence for bodily injury, personal injury, and property damage. WAGES: Pursuant to California Labor Code Section 1771, this Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification, or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship, and similar purposes. These prevailing rates, as determined by the Director of the California Department of Industrial Relations, are available online at http://www.dir.ca.gov/DLSR. Said wage rates are hereby incorporated in and made part of these specifications. In accordance with the Labor Code, no worker employed upon work under contract to the Town shall be paid less than the above referenced prevailing wage rate. Any classification omitted herein shall be paid not less than the prevailing wage scale as established for similar work in the particular area, and all overtime shall be paid at the prevailing rates as established for the particular area. Sunday and holiday time shall be paid at the wage rates determined by the Director of Industrial Relations. TOWN'S RIGHTS RESERVED The Town reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the Town.
