CITY OF SOUTH LAKE TAHOEDEPARTMENT OF PUBLIC WORKS AIRPORT DIVISIONNOTICE TO BIDDERSSealed proposals for the work shown on the plans entitled: Runway 18/36 Pavement Maintenance, PWC 501852 FORMAL CITY BID NO. 26-501852-BN1, FEDERAL AIP No. 3-06-0249-054-2026 will be received at the office of the Public Works Department of the City of South Lake Tahoe, 1740 D Street, South Lake Tahoe, California 96150-6323 until 10 AM on May 4, 2026, at which time they will be publicly opened and read at said location. Bids are required for the entire work described herein. General Work Description: The work consists of furnishing all labor, equipment, and materials and performing all work necessary for the Runway 18/36 Pavement Maintenance Project in the City of South Lake Tahoe Airport. Work to be performed includes, but is not limited to, rehabilitation of runway, and runway blast pads; including seal coat, crack seal, and pavement marking. Best Management Practices, compliance with regulatory permits, establishing vegetation on areas disturbed by construction activity, and all other work as described in the Contract Documents, including, without limitation, project construction drawings, bid documents, the General Provisions (FAA), the Special Provisions, City of South Lake Tahoe Public Improvements and Engineering Standards, 2023 edition of the California Department of Transportation, Standard Specifications, and the Federal Aviation Administration Advisory Circular 150/5370-10H, Standards for Specifying Construction of Airports. THIS PROJECT IS SUBJECT TO THE "BUY AMERICA" PROVISIONS OF THE SURFACE TRANSPORTATION ASSISTANCE ACT OF 1982 AS AMENDED BY THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991. General: This contract is subject to state contract nondiscrimination and compliance requirements pursuant to California Government Code, Section 12990 and 49 CFR, Part 26 requirements. The City of South Lake Tahoe hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Plans and specifications, including forms of proposal, bonds and contract, but not including the California Department of Transportation Standard Plans and Specifications, will be available for review at the office of the Airport Manager, 1901 Lisa Maloff Way, South Lake Tahoe, California 96150, Monday through Friday, 8 AM-4 PM, or accessing the following FTP website: http://www.planetbids.com/portal/portal.cfm?CompanyID=14997# No bid will be considered unless it is made on the blank bid proposal provided with the bid packet furnished by the City of South Lake Tahoe Department of Public Works and is made in accordance with the Standard Specifications and the Special Provisions. The City of South Lake Tahoe reserves the right to reject any or all bids and to waive any informality in any bid. No grading or land disturbance will be performed pursuant to this contract between October 15 and May 1. Attention is directed to the following sections of the California Labor Code: Apprentices, Section 1777.5; Working Hours, Sections 1810 to 1815; Workers Compensation, Section 1860; Protection of Workers in Trench Excavations, Section 6705. In accordance with the provisions of California Public Contract Code Section 3300, the Contractor shall possess a Class A license, at the time bids are awarded for this contract. Failure to possess the specified license(s) shall render the bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license(s). Contractors submitting bids shall clearly state the license number, classification, and expiration date. Attention is directed to the minimum wage rate requirements as required by Section 1771 of the California Labor Code. Pursuant to Section 1773 of the California Labor Code, the general prevailing wage rates in El Dorado County have been determined by the Director of the California Department of Industrial Relations. These wage rates (and the federal minimum wage rates for this project as predetermined by the United States Secretary of Labor) are set forth in the Special Provisions. Attention is directed to the federal minimum wage rate requirements. If there is a difference between the minimum wage rate predetermined by the Secretary of Labor and the prevailing wage rate determined by the State of California, Director of Industrial Relations for similar classifications of labor, the Contractor and Subcontractor(s) shall pay not less than the higher wage rate. As required by Section 1773.1, 1773.8 and 1773.9 of the California Labor Code, the Contractor shall pay travel and subsistence payments to each worker needed to execute the contract work. Pursuant to Section 22300 of the California Public Contract Code, the Contractor may elect to substitute securities for any monies withheld by the City to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the City, or with a state or federally chartered bank as the escrow agent, who shall then pay such monies to the Contractor. Upon satisfactory completion of the contract, the securities will be returned to the Contractor. Such securities, if deposited by the Contractor, shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 of the Public Contract Code and Section 16430 of the California Government Code. Each bid shall be accompanied by a certified or cashier's check or a bid bond in the amount of 10 percent of the total bid price. The successful bidder shall furnish all required certificates of insurance, a payment bond, a performance bond, and pay the City Business and Professions Tax prior to the start of construction.
