THE CITY OF VICTORVILLE (CITY) JR26-082 Old Town Façade Program Construction Project at 17053 D Street and 15593 7th Street NOTICE INVITING BIDS A-1. PROJECT TITLE AND DESCRIPTION: The complete and other related work for Old Town Façade Program Construction Project at 17053 D Street and 15593 7th Street, Project No. JR26-082; the work shall include labor, tools, finishing, clean up, and incidentals required for the proper completion of the work. A-2. SEALED BIDS: Bids may be received up to but not later than March 17, 2026 at 2:00 P.M.PST via the City’s e-Procurement Portal located at https://procurement.opengov.com/portal/victorvilleca. The City’s eProcurement Portal Clock is the official timekeeper for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections. The City of Victorville strongly recommends completing your response well ahead of the deadline. Bidders take full responsibility for City’s receipt of its Bid. A-3. CONTRACT DOCUMENTS: Contract Documents pertaining to this Project solicitation are available at the City’s eProcurement Portal. Only those who download Contract Documents from the portal will be included in a planholders/followers list and may receive notices to include applicable addenda. A-4. BOND REQUIREMENTS: Bids must be accompanied by a Bidder's Bond in the form of a certified or cashier's check or Corporate Surety Bond in amounts not less than ten percent (10%) of the submitted bid amount. A-5. FEDERAL FUNDING: This is funded by Community Development Block Grant (CDBG). The higher of either State Prevailing Hourly Wages or Federal Wage Determination shall apply to and be paid by all contractors and subcontractors performing work on this Project. A-6. CONTRACTOR’S LICENSE: The successful bidder and/or specified subcontractor(s) must possess a valid California Contractor’s License B Contractor, at the time of the award of this contract, to complete the work as described. The Contractor and/or subcontractor shall obtain all required permits and licenses prior to commencing work and shall submit the work in progress to periodic inspection by the appropriate Inspector of the City and shall honor all correction notices issued by same. All contacts, regarding inspections, shall be made to the appropriate department within the City. A-7. DIR REGISTRATION COMPLIANCE MONITORING: Pursuant to Labor Code Section 1771.1, the City may not accept a Bid Proposal from or enter into a Contract with any Bidder, without proof that Bidder and its prospective subcontractors are registered with the DIR to perform public work pursuant to Labor Code Section 1725.5, subject to limited legal exceptions. This Project is subject to compliance monitoring and enforcement by the DIR and the submission of electronic certified payroll records to the California Labor Commissioner in the manner set forth in Labor Code Section 1771.4. A-8. IN-USE OFF-ROAD DIESEL FUELED FLEET CERTIFICATE OF REPORTED COMPLIANCE: Valid CARB Certificates of Reported Compliance as described in California Code of Regulations, title 13, Section 2449(n) for fleets of vehicles subject to 13 CCR section 2449 are required for this Project.
