NOTICE TO CONTRACTORS CITY OF WALNUT CREEK STATE OF CALIFORNIA NOTICE TO CONTRACTORS CONTRACT 26-03 CP010146 City Hall BMS Replacement SEALED PROPOSALS will be received at the office of the City Clerk, City of Walnut Creek, 1666 North Main Street, Walnut Creek, California 94596, until 2:30p.m., April 16th 2026 at which time they will be publicly opened. On a date to be announced, the bids will be read for report to the City Council for approval and award. There will be a MANDATORY bid walk on April 2nd at 9am, located at Walnut Creek City Hall 1666 North Main Street, Walnut Creek, California 94596 Bids will be publicly opened online utilizing the Zoom platform at 2:30p.m., or shortly thereafter, on April 16th 2026 Bidders can access the bid opening online through Zoom at: www.zoom.com https://us06web.zoom.us/j/81565011672?pwd=JgR2lzy0DkPOQbBnFXiLMaeVlrdrul.1 Meeting ID: 815 6501 1672 Passcode: 890806 Bidders can also attend the bid opening in person at City Hall. Bids are to be received prior to bid opening by mail or in person. The Project includes, but is not limited to, performing the following Work: Complete Replacement of Walnut Creek City Hall Building Management System and work with designer to integrate and bring system to optimal operation. This Project is located at Walnut Creek City Hall 1666 N Main Street, Walnut Creek, CA 94596 Approximate cost of construction: $120,000 No bids will be received unless made on the Bid Proposal and Schedule form provided in the Project Manual. TIME FOR BEGINNING AND COMPLETION OF WORK: The Contractor shall begin Work no later than five Working days after the beginning date specified in the Notice to Proceed (which may be hand delivered or sent by email). The Contractor shall complete all the Work on the Project within 60 working days after the beginning date specified in the Notice to Proceed. In accordance with the Labor Code Sections 1771 and 1773.2, the City Council of the City of Walnut Creek has ascertained the general prevailing rate of wages applicable to this Work. These rates are on file in the Public Works Department. No contractor or subcontractor shall be qualified to bid on, or be listed in a bid proposal unless currently registered to perform public work pursuant to Section 1725.5. No bids will be accepted from a Contractor who has not been licensed in accordance with Business and Professions Code Section 7000 and following. The license requirement for this Project is [1) a current, valid General Building Contractor - Class "B" license or C-20 Warm-Air Heating, Ventilation, Air Conditioning, OR 2) one of either a C-4 Boiler, Hot Water Heating and Steam Fitting or C-36 Plumbing AND either a C-10 Electrical or C-7 Low Voltage Systems Specialty License. Copies of the Project Manual, including plans and Specifications and the Bid Proposal and Schedule forms, may be obtained online at https://www.walnutcreekca.gov/government/public-works/bid-on-a-public-works-project. The City of Walnut Creek reserves the right to reject any or all bids and to waive any informality in the bids. All bids shall be accompanied by cash, a bid bond, a cashier's check or certified check payable to the City of Walnut Creek in an amount equal to 10% of the total amount bid. Bid bonds shall be original, not photocopied. Upon award of the contract, the successful Bidder shall furnish a bond for faithful performance in the amount of 100% of the total bid; the successful Bidder shall also furnish a bond to secure the payment of all claims for labor and material in the amount of 100% of the total bid. The successful Bidder and subcontractors are required to pay for and obtain a City of Walnut Creek Business License. Retention: The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the public agency, by depositing securities of equivalent value with the City or an escrow agent in accordance with Public Contract Code Section 22300. Such securities, if deposited by the Contractor, shall be valued by the City's Administrative Services Director whose decision on valuation of the securities shall be final. The Contractor's attention is called to the Business and Professions Code Section 7108.5, which generally requires subcontractors to be paid not later than seven days after receipt of each progress payment.
