CITY OF PLEASANT HILL NOTICE OF PUBLIC HEARING PLANNING COMMISSION HABITAT FOR HUMANITY ARCHITECTURAL REVIEW PERMIT, DEVELOPMENT PLAN PERMIT, GENERAL PLAN AMENDMENT, MINOR SUBDIVISON AND REZONE (PLANNED UNIT DEVELOPMENT & CONCEPT PLAN), ENT-2024-0032, AT 85 WOODSWORTH LANE NOTICE IS HEREBY GIVEN by the City of Pleasant Hill that the Planning Commission will conduct a public hearing to consider a recommendation to the City Council on an Architectural Review Permit, Development Plan Permit, General Plan Amendment, Minor Subdivision and Rezone (PUD Concept Plan) request, ENT-2024-0032, submitted by Melanie Mintenko of Habitat for Humanity (applicant) for a four-unit affordable home development at 85 Woodsworth Lane. The proposal includes a rezone of the subject site and select parcels within the PUD-347 zoning district into a new PUD (and associated concept plan), an amendment of the site's underlying general plan designation from Multi-Family Low Density to Multi-Family Medium Density, and a minor subdivision of the subject site into four parcels. The four dwelling units would be located within two separate buildings across the four resulting parcels. The project also includes site and landscaping improvements, including frontage improvements on Woodsworth Lane and Treadway Lane. Since the project includes a Rezone and General Plan Amendment, the Planning Commission will make a recommendation to the City Council on all entitlement requests. The subject 0.19-acre development site at 85 Woodsworth Lane consists of one legal parcel, Assessor Parcel No. (APN) 150-150-071. Additional parcels included under the Rezone and General Plan Amendment request include APNs 150-280-001 through 150-280-015, 150-280-017, 150-150-065, 150-150-067, 150-150-068, 150-150-069, 150-150-070 and 150-280-001. Pursuant to Sections 15303 of the Guidelines for the Implementation of the California Environmental Quality Act of 1970, as amended, the proposed project is determined to be categorically exempt (Class 3 New Construction or Conversion of Small Structures) as the project scope involves the construction of four dwellings, including site and landscaping improvements, in an urbanized area, and would therefore not result in a significant impact on the environment. THE PUBLIC HEARING will be held by the PLANNING COMMISSION starting at 6:30 p.m. on Tuesday, March 10, 2026, in the Council Chambers, 100 Gregory Lane, Pleasant Hill. Interested persons will be heard at this time. NOTICE IS ALSO GIVEN pursuant to Government Code Section 65009(b) that, if this matter is subsequently challenged in Court by you or others, you may be limited to raising only those issues you or someone else has raised at the Public Hearing described in this notice or in written correspondence delivered to the City of Pleasant Hill at, or prior to, the Public Hearing.
