CITY OF SAN RAFAEL NOTICE OF PUBLIC HEARING BEFORE THE SAN RAFAEL PLANNING COMMISSION On March 10, 2026, the San Rafael Planning Commission will meet and consider: 1. Amendments to Title 14 of the San Rafael Municipal Code (Zoning Code) in order to add clarifying language to simplify and streamline existing zoning regulations. Modifications shall include, but are not limited to new and modified definitions, changes to ensure the zoning code and the General Plan are internally consistent and possible changes to streamline existing entitlement review processes. 2. An Amendment to the General Plan - Safety and Resilience Element to add the City's local hazard mitigation plans (LHMPs) and enable the City to comply with AB 2140. DATE/TIME: Tuesday, March 10, 2026 at 7:00 P.M. LOCATION: City Council Chambers, City Hall, 1400 Fifth Avenue, San Rafael, CA 94901 ENVIRONMENTAL REVIEW: The project is determined to be exempt from review pursuant to CEQA Guidelines 15061(b)(3) as it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. APN: Citywide General Plan: Citywide Zoning: Citywide Applicant: City of San Rafael WHAT WILL HAPPEN: Staff will make a presentation on this item and the Planning Commission will then open the public hearing. Members of the public can provide oral comments/questions related to the topic at that time. Then the Planning Commission will close the public hearing, deliberate and make a recommendation to City Council.
