CITY OF SAN RAFAEL NOTICE OF PUBLIC HEARING BEFORE THE SAN RAFAEL CITY COUNCIL You are invited to attend the City Council hearing regarding proposed updates to the Park Impact Fee and Park Dedication and In-Lieu Fee Programs, the adoption of a Park Impact Fee Capital Improvement Plan, and the introduction of an Ordinance amending San Rafael Municipal Code Section 3.24 titled Park and Recreation Facilities Fee and Section 15.09 titled Park Dedication and In-Lieu Fees, to update the Park Impact Fee Program. DATE/TIME: Monday, May 18, 2026 at 6:00 P.M. LOCATION: City Council Chambers, City Hall, 1400 Fifth Avenue, San Rafael, CA 94901 PURPOSE: To receive public comments and to consider the following actions: 1. Introduce an Ordinance Amending San Rafael Municipal Code Section 3.24 titled Park and Recreation Facilities Fee and Section 15.09 titled Park Dedication and In-Lieu Fees, to Update the Park Impact Fee and Park Dedication and In-Lieu Fee Programs, including waiving further reading of the Ordinance and referring to it by title only; and 2. Adoption of a Resolution Adopting the Park Impact Fee Nexus Study, the Park Impact Fee Project List, and Establishing Updated Park Impact Fees and Park Dedication and In-Lieu Fee Requirements. WHAT WILL HAPPEN: Staff will provide a presentation, members of the public can provide comments/questions, and the City Council will consider all public testimony, deliberate, and determine how to proceed with the recommendation provided by staff. PLEASE NOTE: Any member of the public, including an applicant for a development project, may submit evidence that the City's determinations and findings required pursuant to Government Code section 66001(a) are insufficient or that the local agency otherwise failed to comply with Government Code section 66000 et. seq. Evidence submitted may include, but is not limited to, information regarding the proposed fee calculation, assumptions, or methodology or the calculation, assumptions, or methodology for an existing fee upon which the proposed fee or fee increase is based. The City Council will consider any evidence that is timely submitted prior to the close of the public hearing. After consideration of the evidence, the City Council may change or adjust the proposed fee or fee increase if deemed necessary. Any person challenging any of the above actions in Court may be limited to raising only those issues that they or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of San Rafael at, or prior to, the public hearing. IF YOU CANNOT ATTEND: You may submit comments regarding the proposed item by 4:00 p.m. the day of the hearing to Lindsay Lara, City Clerk, City of San Rafael, 1400 Fifth Avenue, San Rafael, CA 94901, or by email to city.clerk@cityofsanrafael.org. You can also hand deliver a letter prior to the public hearing. The City Clerk's office will forward your comments to the City Council and publish correspondence received to the agenda online. Comments received after 4:00 p.m. will be forwarded to the City Council and posted online the following day.
