NOTICE INVITING BIDSCONSTRUCTION OF AM-21R AND AM-63 MONITORING WELLS CLUSTER CONTRACT NO. GBM-2025-1PLEASE TAKE NOTICE that sealed bids will be received at the office of the Contracts Administrator of the Orange County Water District ("District"), 18700 Ward Street, Fountain Valley, CA 92708 (mailing address: P.O. Box 8300, Fountain Valley, CA 92728-8300), until 2:00PM PT. local time on Wednesday, March 25, 2026 at which time the bids will be publicly opened and read aloud for performing all work and furnishing all labor, materials and equipment for: The work to be performed and bid complete herein, shall be as shown and specified in the Technical Specifications and on the Plans (Figures) and is generally described as supplying all labor, equipment, materials and forces necessary to complete the construction of four monitoring wells at two sites (2 well clusters) by the direct mud rotary method. The well sites are located in the cities of Anaheim and Placentia (Figures 1 through 4). These monitoring well installations will be conducted under Orange County Water District (OCWD or District) Contract No. GBM-2025- 1. The anticipated monitoring well depths will vary from a minimum of 175 feet to a maximum of 555 feet below ground surface (bgs). Geophysical logs shall be completed in the deep borehole for each site prior to well construction. Well depths are approximate and final well depths will be based on site-specific geologic conditions. The general and site-specific well locations are shown in the Figures. Geologic conditions in the project area are variable with sediments ranging from clay to coarse gravel and possible heaving sands. The wells shall be drilled using the direct mud rotary method or approved equal. Well logs of existing District monitoring wells in the area of the proposed AM-21R well site are available in its Exhibits.MANDATORY PREBID CONFERENCE: A pre-bid conference will be held on Wednesday, March 4, 2026, at 1:00PM PT located at the District Office, 18700 Ward Street, Fountain Valley, CA. and via Zoom. Failure to complete the Work within the time set forth herein will result in the imposition of liquidated damages for each day of delay, in the amount set forth in the Information for Bidders.OBTAINING CONTRACT DOCUMENTS: Plans and specifications and all contract documents must be purchased through HB Digital at www.ocwdplanroom.com. Payment will not be refunded and the plans and specifications and contract documents are not required to be retumed. BID GUARANTEE: Each Bid shall be accompanied by one of the following: a certified or cashier's check, or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the Orange County Water District, as a guarantee that the Bidder, if its Bid is accepted, shall promptly execute the Agreement, fumish a satisfactoryFaithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, fumish a Labor and Material Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the Insurance Conditions. The Faithful Performance Bond shall remain in full force and effect through the quarantee period as specified in the General Provisions. All surety companies shall be admitted surety insurers and shall comply with the provisions of Code of Civil Procedure Section 995.630.atWAGE RATE: As required by Section 1773 of the California Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The prevailing wage determinations available the following web site: http://www.dir.ca.gov/OPRL/DPreWageDetermination.htm The Contractor and any subcontractor under it shall not pay less than the specified prevailing rates of wages to all workers employed in the execution of the Contract.areSUBSTITUTION OF SECURITIES: At the request and expense of the successful bidder, the District will pay the amounts retained pursuant to the contract documents as security for the completion of the Work in compliance with the requirements of Public Contract Code Section 22300 and the provisions of the General Provisions pertaining to "Substitution of Securities." CONTRACTOR'S LICENSE SPECIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the District requires that the bidder possess the following classification of contractor's license at the time that the bid proposal is submitted: Class C-57. If the license classification specified hereinabove is that of a "specialty contractor" as defined in Section 7058 of the California Business and Professions Code, the specialty contractor awarded the Contract for this Work shall itself construct a majority of the Work, in accordance with the provisions of Califomia Business and Professions Code Section 7059. Each bidder shall clearly write or type their contractor's license number on the outside of the bidding envelope. CONTRACTOR'S REGISTRATION: In accordance with Labor Code Section 1771.1.a, contractor or subcontractor shall not be qualified to bid on or be listed in a bid proposal or engage in the performance of this Work unless currently registered and qualified to perform the Work pursuant to Labor Code Section 1725.5.COMPLIANCE MONITORING AND ENFORCEMENT: Contractor's performance of the Work described in this Notice Inviting Bids is subject to compliance monitoring and enforcement by the California Department of Industrial Relations.DISTRICT'S RIGHTS RESERVED: The Orange County Water District reserves the right to reject any or all bids, and to waive any informality in any bid.
