SAN MATEO COUNTY DEPARTMENT OF HOUSING 2023-2027 CONSOLIDATED PLAN AND 20252026 ANNUAL ACTION PLAN NOTICE OF SUBSTANTIAL AMENDMENTS San Mateo County is announcing substantial amendments to its 2023-2027 Consolidated Plan (2023-2027 ConPlan) and to its 2025-2026 Annual Action Plan (2025-2026 AAP) for the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Emergency Solutions Grants (ESG) programs to add the City of Redwood City to the HOME Investment Partnership Consortium and to use unallocated CDBG funds from activities that were canceled or did not draw down the full amounts awarded by the County. On or about March 25, 2026, San Mateo County intends to submit the following substantial amendments to its 2023-2027 ConPlan and to its 2025-2026 AAP to the U.S. Department of Housing and Urban Development (HUD) for the following action: Add the City of Redwood City to the San Mateo County HOME Invest-ment Partnership Consortium. Allocate CDBG funds from activities that were canceled or did not draw down the full amounts awarded by the County over the past few fiscal years as follows: Allocate $635,401.27 in CDBG funds to pre-pay the County's cur- rent Trestle Glen Section 108 Loan Allocate $16,500 in CDBG funds to Program Delivery - Environ- mental Reviews Background: As per federal HUD requirements, the County of San Mateo HOME Consortium develops a Consolidated Plan (ConPlan) every five years to identify housing, community development, and economic development needs throughout the County. Through an analysis of current housing needs, the state of the housing market, and comprehensive community engagement process, the County has established a vision, priorities, and goals to allocate its funding from HUD to improve the lives of residents of the County. At the beginning of each new year in the five-year ConPlan cycle, the County creates an Annual Action Plan (AAP), which outlines the expected resources to be received from HUD, the projects to be funded via those resources and the measurable goals to be achieved via those programs that year. From time-to-time the ConPlan and/or AAP need to be adjusted, which is called either a minor or substantial amendment depending on the nature of the change. On April 22, 2025, the County of San Mateo's Board of Supervisors held a public hearing and via Resolution Number 081080, authorized the 2025-2026 AAP. After the authorization of the 2025-2026 AAP, the County of San Mateo submitted the final 2025-2026 AAP to HUD for review and approval. The County is proposing to amend this plan now with the re-allocation of CDBG funding outlined in this substantial amendment.
