NOTICE OF PUBLIC HEARING BY THE SUTTER LOCAL AGENCY FORMATION COMMISSION Notice is given that at 1:00 p.m. on Thursday March 12, 2026, in the Yuba City Council Chambers at 1201 Civic Center Boulevard, Yuba City, CA, the Sutter Local Agency Formation Commission (LAFCO) will conduct a public hearing on the following item: LAFCO 25-002: Elmer Ranch West Annexation No. 343; a change of organization to annex 10.13± acres to the City of Yuba City together with the adjacent full width public right-of-way of Elmer Avenue; located on the west side of Elmer Avenue and north of the existing homes along Long St.; APN: 17-065-008. Government Code Section 56663 provides for the LAFCO Commission to waive protest hearing (conducting authority) proceedings for changes of organization consisting soley of an annexation. The Executive Officer will recommend the protest hearing be waived unless written opposition to the proposal from landowners or registered voters within the territory is received before the conclusion of the public hearing. A Mitigated Negative Declaration was previously adopted by the City of Yuba City and Sutter LAFCO is acting as a Responsible Agency under the California Environmental Quality Act (CEQA) for this proposal. Persons may attend and be heard at the time and place of the public hearing. The Commission will consider all oral and written testimony by any interested person or affected agency as well as the Executive Officer’s report. At the hearing, the Commission may approve or disapprove the proposal with or without amendment, wholly, partially, or conditionally, may include or exclude territory in an annexation or may continue its consideration with or without amendment, as a whole, in part, or upon such conditions as the Commission may determine. If you challenge the action of the Commission on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Sutter Local Agency Formation Commission at, or prior to, the public hearing. All interested parties have the right to appear and be heard at this time.
