26-07 NOTICE OF NON-COASTAL ZONE PLANNING COMMISSION PUBLIC HEARING NOTICE IS HEREBY given that a public hearing, as provided by law, will be held by the Planning Commission of Ventura County on Thursday, March 5, 2026, at 8:30 a.m., at 800 S. Victoria Avenue, Ventura CA 93009, County Government Center, Hall of Administration, Board of Supervisors Hearing Room and online via Zoom, to consider the matter below. Members of the public may participate in the meeting both in-person and through Zoom. To find out how you may electronically attend the Planning Commission hearing and provide public comment, please refer to the instructions on our website at https://rma.venturacounty.gov/divisions/planning/public-comments-for-planning-commission-hearings. CASE NUMBER: PL25-0095 APPLICANT: Elevated Entitlements – Moe Farrag PROJECT LOCATION: 11465 Nardo Street, Saticoy ASSESSOR’S PARCEL No.: 090-0-151-195 ENVIRONMENTAL REVIEW: Categorically Exempt, Class 1 & 3, CEQA Guidelines, Section 15301 (“Existing Facilities”) and 15303 (“New Construction of Small Structures”) DATE APPLICATION FILED: October 14, 2025 PROJECT DESCRIPTION: The applicant requests approval of a variance from the development standards of the Ventura County Non-Coastal Zoning Ordinance (NZCO) for the after-the-fact approval of an 8-foot-high fence along the front, side, and rear lot lines waiving Ventura County NCZO Section 8119-1.8.3(b) (Saticoy Area Plan, Appendix B, Additional Requirements – Fences, Walls and Hedges). The request will also waive the required 20-foot setback for vehicle gates per NCZO Section 8106-8.1.1(c)(1)(i) (Vehicle Access Gates and Horizontal Features) and legalize the encroachment of the fence within the Ventura County Public Works Agency (PWA) Watershed Protection District (WPD) right-of-way. PROVIDING PUBLIC COMMENTS: Public comments may be provided using the following options: • In Advance of Hearing – If you wish to submit your comments in advance of the meeting, please submit your comment to John Oquendo, Case Planner, by email at john.oquendo@venturacounty.gov by 3:30 p.m. Wednesday, the day prior to the hearing. Please indicate in the Subject Line, the Case number (i.e., Case number PL25-0095). • In Person During Hearing – If you wish to make a comment in-person, you must be present at the meeting location and provide your comment prior to the close of the public comment period for the item you wish to speak on. • On Zoom During Hearing – Register at https://rma.venturacounty.gov/divisions/planning/public-comments-for-planning-commission-hearings before the close of the Commission hearing regarding this project. Please provide your name, email, and the phone number you will be calling in from. Once your registration has been approved, you will receive an email with the Zoom meeting link and passcode. The participation information is unique to you; please do not share as it may cause issues with your ability to join the meeting. You must be connected to the meeting prior to the close of the public comment period for the item you wish to speak on. Pre-registration is strongly encouraged to ensure you receive the Zoom Credentials prior to the item being heard.
