NOTICE OF REQUEST FOR QUALIFICATIONS/PROPOSALS FOR PROFESSIONAL ENGINEERING DESIGN SERVICES FOR HSIP CYCLE 12 PROJECTS: HSIPSL-5430(043) - C02602 – Three Pedestrian Crossing Enhancements HSIPSL-5430(044) - C02603 – Six Pedestrian Crossing Installations The City of Cathedral City (City) requests proposals from qualified professional engineering consultants, licensed in the State of California, with the intent of entering into an agreement to provide professional engineering design services for one or multiple Highway Safety Improvement Program (HSIP) Cycle 12 Projects. In general, the selected Consultant(s) shall be responsible for the preparation of all improvement plans, preliminary and final cost estimates, and project specifications. The full content of the Request for Qualifications/Proposals (RFQ/P) is available through the Cathedral City website for the Engineering Department at www.cathedralcity.gov/departments/engineering. If an addendum is necessary, it will be posted onto the website. All consultant companies interested in proposing on this contract are encouraged to sign up on the "List of Interested Proposers" for the projects. This list will be used to email any project updates, addenda, changes or responses to written inquiries and will be distributed to all interested companies. EVALUATION OF QUALIFICATIONS AND AWARD OF CONTRACT: This solicitation has been developed in the One-Step RFQ/P format. Accordingly, consultant companies should take note that multiple factors as identified in the RFQ/P will be considered by the Evaluation Committee to determine which proposal best meets the requirements set forth in the RFP document. PRICE IS NOT EVALUATED AS PART OF THE EVALUATION CRITERIA. As this RFP/Q contains multiple projects, the city reserves the right to enter into agreements with one or multiple consultants and award the project contracts accordingly. The City reserves the right to negotiate the terms and conditions of any resulting contract. The final contract award(s), if any, will be made by the City Council of Cathedral City. The selected consultant(s) will be required to comply with all insurance and license requirements of the City. DEADLINE: All Proposals must be received by the City of Cathedral City, located at 68700 Avenida Lalo Guerrero, Cathedral City, CA 92234, no later than Tuesday, March 17, 2026, at 11:00 AM Local Time. The receiving time in City Hall will be the governing time for acceptability of Proposals. Telegraphic and telephonic Proposals will not be accepted. Reference the RFP document for additional dates and deadlines. Late proposals will not be accepted and shall be returned unopened. PROPOSALS TO REMAIN OPEN: The Proposer shall guarantee that all contents of their proposal shall be valid for a period of 60 calendar days from the due date of proposals. 3/1/2026
