The Huntington Beach Charter Section 311 provides that the City Treasurer shall have the power and shall be required to receive on behalf of the City all taxes, assessments, license fees and other revenues of the City, or for the collection of which the City is responsible. The City Council previously amended chapters 1.18, 2.15, 2.16, 3.28, 5.04, 5.08, 5.16, 5.70, and 14.08 of the Huntington Beach Municipal Code to delegate the City Treasurer’s duties related to receiving and collecting Business License Taxes, Oil Well Taxes, and Municipal Services Fees to the City Finance Director.
